Special Urgency Decision Notice –25 October 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision PROVISION OF REPAIRS TEAM BACKUP CONTRACTOR SERVICES Reference No. 1239 Date of decision Friday 25 October 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward All Decision made Cabinet Members making the decision The Leader of the Council in conjunction with the Cabinet Member for Corporate Services & Property APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Corporate Services & Property, agreed to extend the current contract with PFL Electrical Ltd for the provision of a Repairs Team Backup service to the Council for a one -year period from 1 st October 2024 to 31 st September 2025 at an estimated cost of £236k. Reason for decision The supplier PFL Electrical Ltd has provided a responsive and professional service to the Council for the last 3 years. As Backup contractor, they work across all trades and disciplines, supporting multiple departments with repairs works, stage 1- 2 complaints work, legal disrepairs, minor adaptions, and garage door replacements, along with full refurbishment of fire damaged properties and works required to alleviate damp and mould in residential homes. This back up service assists the Asset and Development department in achieving their statutory deadlines relating to these areas of work. The extended contract will introduce new KPI requirements to satisfy the obligations within Social Housing (Regulation) Act 2023, making sure works are actioned in line with the new standards. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is that the absence of a contractor to provide the service would be to the detriment of Council tenants. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
