That the Cabinet Member for Corporate Services &
Property, in conjunction with the Cabinet Member for
Finance & Transformation approve d the extension of the
existing contract with PFL Electrical Ltd for the provision of
Repairs Team Backup services to the Council, for the final
one-year term from 01 October 2025 to 30 September 2026,
at an estimated cost of £352k.
Reason for decision 1. Proven Performance: PFL Electrical Ltd has
demonstrated consistent, high- quality service delivery
over the past three years. Their support has spanned a
broad range of essential services, including multi -trade
repairs, complaint resolutions, legal disrepair cases, and
specialist works such as fire-damage refurbishments and
damp and mould remediation.
2. Cost Efficiency: The contractor has offered a 2% discount
for the final year extension, representing an estimated
saving of £7k based on 2023/24 expenditure, thereby
delivering improved value for money.
Alternative options

rejected
The following alternative approaches were considered, but were
deemed not viable due to the Council’s need for consistent, and
timely maintenance across its housing portfolio:
1. Re-procurement of Services: Launching a new
procurement process would introduce delays and

potential service disruption. It would also incur additional
administrative costs without guaranteeing improved value
or performance.
2. In-House Delivery: The Council’s internal resources are
currently at capacity and lack the specialist skills required
for certain works, such as fire- damage refurbishments
and legal disrepair cases, making this option unfeasible.
3. Use of Alternative Contractors: Engaging a new
contractor at this stage would require onboarding and
mobilisation time, with no assurance of matching the
current provider’s performance or cost efficiency,
especially given the 2% discount offered by PFL
Electrical Ltd.
