The request can be considered as part of the Council’s annual programme for on-street parking controls. This report supports our commitments to residents of: Safe and Strong Communities. Financial Cost The estimated cost associated with the recommendations in this report is £2,000, to be managed within Transportation team revenue budgets Relevant Policy Overview Committee Corporate Resources & Infrastructure Select Committee Relevant Ward(s) West Drayton Ward. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Notes the objections received to the statutory consultation on proposed ‘at any time’ waiting restrictions in Thornton Avenue and North Road, West Drayton; and 2. B ased on the responses received to the formal consultation and discussions with local Ward Councillors, asks that officers organise for statutory consultation to be carried out on revised proposals as seen in the plan attached as Appendix C. Cabinet Member Report – 11 September 2024 Part I – Public Reasons for recommendations These recommendations consider all the views expressed during the statutory consultation by residents and local ward councillors. Alternative options considered / risk management. None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a request from a resident of Thornton Avenue, West Drayton asking the Council to consider parking restrictions at the junction of Thornton Avenue with North Road to help prevent obstructive parking. The resident advised that vehicles park close to the roundabout at this junction, resulting in drivers having to manoeuvre onto the other side of the road and potentially into the path of oncoming traffic. 2. Thornton Avenue and North Road are residential roads located close to major routes such as Station Road and Sipson Road. 3. Following receipt of the road safety suggestion request, officers visited the location on numerous occasions. On most of the site visits, officers witnessed a large van parked in front of No. 50 North Road close to the junction. This did reduce forward visibility to oncoming traffic turning into Thornton Avenue from the roundabout. 4. Officers therefore prepared a detailed design proposing double yellow lines to prevent vehicles parking so close to the roundabout. As seen in the plan attached as Appendix A, ‘at any time’ waiting restrictions were proposed at all four junctions of the roundabout to ensure that the problem did not transfer onto another junction. The proposals were shared with local Ward Councillors who were initially supportive of the proposals. 5. The formal consultation started on 12 June and ended on 3 July and during this time, four objections were received. All the comments received have been recorded in the table attached to this report as Appendix B. 6. Residents who objected did not specifically state why they objected to the proposed ‘at any time waiting restrictions. One resident advised that they would prefer the Council to focus on measures helping prevent speeding instead. They advised that residents would prefer to see ‘speed bumps’ at the junctions to help prevent accidents and dangerous driving. 7. The proposed double yellow lines were developed due to concerns raised regarding obstructive parking. To address concerns regarding speeding, the Council’s Road Safety Officer organised for two 14-day 24-hour speed surveys to be undertaken in North Road in January 2024. The results of the survey were reported to the Cabinet Member who did not support further action at the time, as the majority of vehicles travelling in North Road were Cabinet Member Report – 11 September 2024 Part I – Public travelling between 20- 30mph, and the 85 th percentile speed was 27/28mph in the two locations monitored. 8. The responses received to the formal consultation have been reported to local Ward Councillors, who advised that they are in favour of the double yellow lines to help obstructive and dangerous parking but were concerned about the potential loss of parking for residents. Officers visited the location again to see whether the proposed restrictions could possibly be reduced. Following a further visit, o fficers felt that the waiting restrictions could be reduced outside No. 75 Thornton Avenue and No. 50 North Road and reviewed in the future. A revised proposal can be seen in the plan attached to this report as Appendix C. 9. In conclusion, following discussions with local Ward Councillors, it is recommended to undertake statutory consultation on proposed amendments to the double yellow lines at the junction of Thornton Avenue and North Road, West Drayton as seen in the plan attached as Appendix C. Financial Implications Cost associated with the recommendations to this report are estimated at £2,000 and will be managed within existing Transportation Service revenue budgets. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To allow the Cabinet Member for Property, Highways and Transport to consider the proposals for ‘at any time’ waiting restrictions in Thornton Avenue and North Road, West Drayton. Consultation carried out or required Formal consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to implement proposed 'at any time' waiting restrictions in Thornton Avenue and North Road is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic. Drivers spin their cars at the roundabout causing danger to residents, pedestrians and children going to or coming back from school. In June 2023 a car lost control and crash though the fence into houses causing damage to property and stress to the occupier. In the last three months there has been three house burglaries. Therefore, instead of yellow lines the Hillingdon Council ought to seriously consider speed bumps and CCTV for the security of our homes.
