Cabinet Member Report – 13 March 2023 Page 2 Part 1 - Public Reasons for recommendations The recommendations reflect the responses received from residents to the formal consultation and discussions with the Cabinet Member for Property, Highways and Transport. Alternative options considered / risk management The consultation with residents offered the option to maintain parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a request from a local resident asking for a solution to be sought to help prevent obstructive parking in Great Benty, West Drayton. As a consequence, a detailed investigation was undertaken by Council officers. 2. Great Benty is a residential street where the section of road identified by the resident, can be accessed via Harmondsworth Road, Rowan Road and Berberis Walk located at the end of Great Benty. The road is narrow with many houses, particularly on the eastern side, having access to off-street parking. 3. The resident who made the initial request advised that they are unable to safely access and egress their driveway as they cannot manoeuvre safely, due to the manner in which other cars are parked. Double yellow lines are not, as a general rule, implemented in order to help individual residents access their driveway. However, a request is investigated if it could be reasonably argued that the way in which cars are currently parking could result in the road being considered unsafe. Some drivers in Great Benty cannot reverse into their driveway and therefore currently have t o reverse down the road whilst also avoiding any parked cars, thereby causing an obstruction. 4. Following investigations, officers developed a proposal for double yellow lines along the eastern side of Great Benty as well as a section where Great Benty meets Berberis Walk, as seen in the plan attached to this report as Appendix A. Although this could take away some parking, the proposal could aid in prohibiting obstructive parking and promoting road safety in this narrow road. These proposals were shared with the Cabinet Member who asked officers to share the resident’ s concerns and detailed plan with local Ward Councillors. Ward Councillors were broadly supportive of the underlying principle of the proposals, advising that emergency and large vehicles have great difficulty with access. 5. Residents and businesses were sent a letter and a plan of the proposals which were also advertised in the local newspaper and via public notices on street . The 21- day statutory consultation period started on 9 th November and ended on 30th November 2022. Cabinet Member Report – 13 March 2023 Page 3 Part 1 - Public 6. During this time, four responses were received; two supported the proposals and two objected to the proposals. All the responses received can be seen in the table attached to this report as Appendix B, with the full addresses redacted. 7. Comments in support of the proposal advised that double yellow lines would improve safety and access to the end of the road as well as helping to improve visibility, particularly when exiting driveways which can often be obstructed by some drivers parking their vehicles inconsiderately. 8. Comments objecting to the proposals advised that it would cause problems for residents further down Great Benty or in surrounding roads as cars would simply disperse and by consequence, create or add to local parking pressures in roads such as Berberis Walk. 9. The comments received during the statutory consultation period have been shared with local Ward Councillors and the Cabinet Member for Property, Highways and Transport. Following consideration of the responses, the Cabinet Member advised officers that he feels on balance that the proposals could displace the parking issues as those objecting highlighted, and mindful too of the low response, is minded not to support the proposal going ahead at the present time, but to ask officers to keep the situation under review. Financial Implications There are no direct financial implications associated to the recommendations to this report. RESIDENT BENEIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of the decision for no further action to be taken in implementing ‘at any time’ waiting restrictions in Great Benty, West Drayton is that the current parking arrangements will remain unchanged. Consultation carried out or required Consultation has been carried out on this proposal through letters to residents and a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Cabinet Member Report – 13 March 2023 Page 4 Part 1 - Public Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in the report, which are in accordance with the outcome of the statutory consultation. Appendix B - T abulated summary of the comments received during the statutory consultation period. 1.1m NEW YELLOW LINE & TERMINALEXISTING YELLOW LINEKEY Great Benty, West Drayton- Proposed 'At Any Time' Waiting Restrictions Approximate Address Comments Officers Response Berberis Walk We are in favour of this proposal, in principle, as long as the yellow lines are installed as per the enclosed plans. Currently access and egress to our driveway is severely restricted by vehicles parked on the road. This means that we can only drive into our driveway, rather than reversing which would be preferable. Limiting parking spaces to the one in the corner (as indicated on the plans) would enable us to reverse in correctly, and exit safely with a view of the road ahead. Cars parked outside reduce visibility and accessibility as reverse out, which can be dangerous. See paragraph 7 of the report. Berberis Walk My concerns are: 1. Double yellow lines down the entirety of Great Benty means no parking at all times. 2. Those in that end of Berberis Walk and Great Benty who do not have drives are going to look for elsewhere to park and our end of Berberis Walk is nearest for some and of course other surrounding streets. 3. This is going to be what is thought to be the solution for the other end of Berberis Walk and those of us who cannot have or get drives will be punished. 4. This is not a solution to the problem of parking and other challenges in these rural street areas, in fact the complete opposite and is unfair and unjust. 5. There will still be those with things like disabled badges or abandoned vehicles that will still park there because you see it everywhere, in town and in car parks because they can or don't care so you will still see problems for refuse vehicles, emergency vehicles etc. It's not tackling the problems. Of course I am uncertain as to why this has come up in Great Benty and any consultation with residents there but I'm concerned this will then come to the rest of Berberis Walk, is anyone able to shed any light and information please on this decision and the outcomes of the effects it will have and any plans to work on this? See paragraph 8 of the report. Great Benty, West Drayton - Responses to formal consultation for proposed 'at any time' waiting restrictions Great Benty We have been thinking about yellow line double scheme the problem we have, you have banjo down the end of our road and people have to park in this to either, unload their car after shopping. This will mean they can't park there, so the cars that do at the moment will come from there to the end of the road. This will cause problems with other parking further down our end meaning not enough spaces. This will mean we will have double parking, to unload shopping we don't normally have a problem, on the other side of road where you are putting lines. What will happen when we have a delivery say for repair to a property? There will be problems for disabled with blue badge because we will have nowhere to park. Why don't the Council put small poles across Berberis Walk then the houses could have their own drives. Berberis Walk could be free of dogs muck and they could get rid of dog toilets on grass verge, not good for carpets. But we did have better signs before with penalty, Well at least we have said something, also some people park their cars here and walk their children to school. Plus private taxi. See paragraph 8 of the report. Great Benty This is a fantastic idea. There has been so many problems with people parking in silly places and making it difficult for me to get out of my drive. I'm 100% for the double yellow lines. See paragraph 7 of the report.
