Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward West Drayton RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on West Road at its junctions with South Road and North Road, West Drayton; Cabinet Member Report – 05 December 2022 Part 1 - Public 2) Approves the introduction of the proposed ‘At Any Time’ waiting restrictions on the junction of South Road and West Road, as shown on Appendix B; 3) Does not approve the original proposal for ‘At Any Time’ waiting restrictions on the junction of North Road and West Road, as shown on Appendix C; but instead, 4) Approves the amended proposal for ‘At Any Time’ waiting restrictions on the junction of North Road and West Road, as shown on Appendix D. Reasons for recommendations To improve access on West Road yet still maintaining parking for residents. Alternative options considered / risk management The Council could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. West Road is a residential road within West Drayton Ward. West Road runs between South Road and North Road. There are grass islands at each end on the junctions. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident asking for measures to remove obstructive parking on West Road at its junctions with North Road and South Road. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on the junctions . These vehicles restrict ed access and sight lines for vehicles entering and exiting North Road and South Road. 4. As a result of the site observations, a proposal was developed to install double yellow lines on the two junctions . This will still maintain parking in the rest of the road but improve access and visibility. The proposed waiting restrictions are shown on the plan attached as Appendix B and C of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received five objections and one email of support to the proposal. Three of the five objections were from the same property. Cabinet Member Report – 05 December 2022 Part 1 - Public 6. The first objector stated "Parking is difficult enough as it is. Restricting it even more would make it a real nightmare. I already struggle to find parking as it is. Every surrounding road is full of parked cars. Don’t make it even more complicated for us. The double yellow lines are not the right solution. I would end up paying more in parking tickets than taxes. Please don’t go ahead with this. “ 7. The second objector did not provide a reason for their objection. 8. The three objectors from the same house h ave stated “I am against the yellow lines. I would have nowhere to park my vehicle. You are proposing double yellow lines even in front of my driveway which is absolutely unacceptable. I need at least a space beside my wall and my driveway to be accessible for parking. My working van was broken into by burglars recently, I can’t afford to park my van away from home or West Road. I wouldn’t even find space to park it elsewhere on West Road or North Road, as almost every house have a dropped kerb and they par k their own cars in front of their driveways. This is a problem that was created by the Council by allowing too many flats in the area and not allocating enough parking spaces for them. I feel that this is a money -making exercise, we’ll be living in fear of parking wardens. It would be difficult to avoid parking on the double yellow lines and we will be penalised on a regular basis............... Parking is a big issue all around West Drayton due to new buildings / flats which don’t allow enough parking for the people who buy those flats. Especially those who live in Park Lodge and Drayton Garden Village flats. They park in our road and surrounding roads. I can name a few other problematic roads just on our estate........ At the very least we need a space before the driveway and the driveway to be clear of yellow lines. This is a massive problem for us. Please don’t block our right to park in front of our house.......we are always running errands, picking up and dropping of f the children. We need space in front of our house so we can go in and out freely. It’s really hard with two special needs children. Don't make it harder for us. “ 9. The supporter stated “It’s about time, is how we feel, and it’s now very much needed. We’ve had emergency services unable to pass on the corner, larger deliveries struggling to get past....and bin day is a nightmare for your poor employees and the likes of myself who own and use just one car. It isn’t fair on our visitors, pedestrians or local s. From a safety aspect.....you cannot see traffic coming from the right on north Road on that direct corner with large vans and cars parked on the bends blocking at times 100% view and I have many times come close to a collision with vehicles driving past due to lack of visibility when leaving West Road into North Road..........Most properties have a drive on this road or the chance to have one..........” 10. The local Ward Councillors have been consulted and one of them supported the proposals in principle, provided they are reduced slightly on the North Road end (please see Appendix D attached). The other Councillor agreed that access needs to be maintained for emergency services and wondered if limited restrictions would help. However, limited restrictions could still enable access issues outside the operational hours, especially if as seems likely the parking congestion is essentially residential rather than commuter based. Cabinet Member Report – 05 December 2022 Part 1 - Public 11. After careful consideration of comments received from the st atutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to proceed with the propos ed ‘At Any Time’ waiting restrictions on the Junction of West Road and South Road in Appendix B and the amended proposal on the junction of West Road and North Road as shown in Appendix D to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £4 80 and will be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on West Road with North Road and South Road will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
