R easons for recommendations The recommendations reflect the responses received to the consultation with residents living in Harefield Road, Uxbridge. Alternative options considered / risk management The consultation with residents offered the option to maintain the current parking arrangements. Select Committee comments N one at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the petition submitted to the Council requesting a review of the operational times of the Parking Management Scheme in Harefield Road, Uxbridge. Following a petition hearing with the former Cabinet Member for Public Safety and Transport, officers were instructed to add the request to the Council’s extensive parking scheme programme for informal consultation. 2. The petition was signed by 55 res idents, predominantly from those residing in Harefield Road within parking ‘Zone U1’. Petitioners advised that the competition for on-street parking between residents and non-residents has increased in the evenings and on Sunday which are outside the current operational times of the scheme. Non-residents could find Harefield Road an attractive place to park due to its close proximity to local shops and amenities where drivers can avoid having to pay to park in the various car parks within the town centre. After considering the petition and f ollowing discussions with local Ward Councillors it was agreed that only residents in Harefield Road within the ‘Zone U1’ parking scheme should be included in the informal consultation. 3. Households shown on the plan attached to this report as Appendix A were delivered a consultation pack which included a letter, questionnaire, plan of the area being consulted and a reply-paid envelope. 4. The scheme currently operates ‘Monday to Saturday 9am to 5pm’. The questionnaire provided residents with the opportunity to indicate whether they are happy with the current hours, or if they would like to see the scheme hours and days extended. The letter reminded C abinet Member Report – 13 March 2023 Page 3 Part 1 - Public residents that during the operational hours of any Parking Management Scheme they must have a valid active permit or voucher for their visitors when parking in the residents’ permit holders only bays. 5. Out of 301 consultation packs sent to households, 78 responses were received which is an overall return rate of 26%. The questionnaire was divided into two sections, one asking about the days the scheme should operate and the other asking about the scheme times. This was to try to ensure that a solution could be sought to resolve the parking issues identified through the petition . Overall, the majority of residents indicated support for extending both the operational times and days of the scheme. A detailed breakdown of the results is attached to this report as Appendix B. 6. As seen in Appendix B, residents were given the opportunity to indicate whether they would support the times of the scheme extending to ‘9am to 8pm’, to ‘9am to 10pm’ or if they would prefer no change to the current times. The results showed that out of 76 responses , 41 households supported the times extending to ‘9am to 10pm’. 12 responses indicated support for the times to be extended to ‘9am to 8pm’ and 23 responses indicated they would prefer no change. It is evident the majority of residents feel there is a parking issue in the evenings with one resident advising they are ‘fed up of getting home from work and not finding a parking space anywhere near my house because of people going to the gym ’ as well as local shops and restaurants. The re are single yellow lines that operate ‘Monday to Saturday 8am to 6:30pm’ within Harefield Road and if there are no available permit parking bays then residents can resort to park on these outside the operational times in a safe place, however residents advised that they need to ensure they move their car before 8am to avoid receiving a Penalty Charge Notice. If the recommendations to this report were approved, then officers would also propose the operational times of the single yellow lines extend to ‘9am to 10pm everyday’. This would help improve traffic flow and deter dangerous parking, whilst avoiding confusion to drivers as both the bays and single yellow lines in ‘Zone U1’ scheme in Harefield Road would operate at the same time. 7. Residents were also given the opportunity to indicate whether they would prefer no changes to be made to the current days of operation or if they would support the scheme extending to operate everyday. Out of 78 households who took the opportunity to respond, 30 responses indicated they would prefer no changes to the current days and 48 indicated they would prefer the scheme to operate everyday. A common theme between households which indicated support for the scheme days extending was that parking restrictions on Sunday s are particularly needed due to the massive increase in visitors to Uxbridge town centre on the weekend over recent years. Residents advised that Sundays are ‘ a nightmare and a huge hazard to drivers ’ where Sunday had become a ‘ normal shopping day’. It was advised that where both the parking bays in Harefield Road and single yellow lines are unrestricted on Sundays, cars use both sides of the road to park severely impacting the traffic flow and road safety. 8. Residents who indicated that they did not support a possible extension to the hours of the parking scheme advised that it could result in displacement of non- residential parking, particularly into the ‘Zone U7’ which currently operates ‘Monday to Friday 11am to midday’ . Households included in ‘Zone U7’ have previously been consulted on a possible extension to C abinet Member Report – 13 March 2023 Page 4 Part 1 - Public the operational times of the scheme, however the Cabinet Member decision was made to take no further action following a lack of support for the proposals. Another resident advised they did not support the hours of the scheme extending as they felt this could burden residents who would need to purchase and activate additional visitor vouchers. 9. The results of the informal consultation have been shared with local Ward Councillors who recognise that the majority of residents who took the opportunity to respond are in favour of extending the operational times and days of the scheme and support the proposal progressing to statutory consultation. It is therefore recommended that officers organise for a 21- day statutory consultation to be carried out on extending the operational times of the Parking Management Scheme ‘Zone U1’ and single yellow lines in Harefield Road, Uxbridge to ‘9am to 10pm everyday’. Financial Implications T he estimated cost for officers to conduct the formal consultation on and extension to the operational times of the Zone U1 Parking Management Scheme in Harefield Road, Uxbridge as detailed above is £2k. There are no implications to Council Resources on the implementation of the scheme described above, it is to be fully funded through the 202 2/23 Transport for London Grant Local Implementation Plan allocation which includes £120k for various Parking Management Schemes, which was approved for release on the 26 September 2022, with effect from 3 October 2022. RESIDENT BENEFIT & CONSULTATION T he benefit or impact upon Hillingdon residents, service users and communities T o change the operational times of the Parking Management Scheme ‘Zone U1’ in Harefield Road, Uxbridge based on the reported parking issues outside the current times of operation. C onsultation carried out or required Residents were informally consulted to see if they would support the extension of the operational times of the Parking Management Scheme in Harefield Road, included in ‘Zone U1’. If the recommendations to this report are approved, then formal consultation will be required. CORPORATE CONSIDERATIONS C orporate Finance Corporate Finance has reviewed this report and concurs with the financial implications above, noting that the estimated cost of £2k for officers to conduct the formal consultation on and extension to the operational times of the Zone U1 Parking Management Scheme in Harefield Road, Uxbridge will be fully funded from 2022/23 Transport for London Grant.
