Putting our Residents First This report supports the Council objective of strong financial management. Financial Cost This report seeks the release of £ 100,577 from the Botwell Green Sports & Leisure Centre Football Pitch Replacement Works budget to carry out the works Relevant Select Committee Residents’ Services Select Committee Ward(s) affected Hayes Town RECOMMENDATIONS That the Cabinet Member for Residents’ Services and the Cabinet Member for Finance agree to the following capital release request of £100,577 from the Botwell Green Sports & Leisure Centre Football Pitch Re placement 2023/24 capital budget to carry out the 3G astroturf pitch works. (Appendix A) Reasons for recommendation Completing this work will ensure that Botwell Green Sports & Leisure Centre continues to operate efficiently and will ensure no loss of income is incurred. Capital Release Report – 9 March 2023 Page 2 Part 1 Public Alternative options considered The Council could choose not to complete the work, but this could result in Football Foundation reclaiming part of the grant funding issued to the Council in 2010. This would result in damage to the Council’s reputation. Select Committee comments None at this stage. SUPPORTING INFORMATION The Council’s four Leisure Centres (Hillingdon Sports & Leisure Complex, Highgrove Pool, Botwell Green Sports & Leisure Centre and Queensmead Sports Centre) are managed by GLL on behalf of the Council. In 2009 the Council received a £250,000 grant towards the construction of an Artificial Grass Pitch at Botwell Green Sports and Leisure Centre. In order to maintain the 3G football pitch in line with the Football Foundation’s grant funding conditions it is necessa ry to replace the 3G car pet surface. GLL have obtained quotes from specialist pitch replacement companies. The refurbishment of the existing 61m by 42m artificial pitch will include uplift and disposal of the existing carpet , then supply and install a 50mm 3G FA/FIFA approved surface. The dividing net to separate the pitch making it more flexible will also be replaced. The floodlights will be replaced with more energy efficient LED bulbs. The 3G pitch is used for a range of football activities for the local community that include QPR Football in the Community children’s sessions, the Council’s holiday and food programme, YMCA, Hayes Muslim Centre and walking football sessions. Income generated for the pitch is £17k per annum. In November 2019 Cabinet approved the appointment of GLL to manage the Borough’s Leisure Facilities and complete specific capital works as agreed by the Council. This report now seeks the release of the funds from the Leisure Centre Refurbishment Budget in order for GLL to complete the works on behalf of the Council. Supply and install a 50mm 3G FA/FIFA approved surface, dividing net and lighting. 100,577 Total £100,577 Capital Release Report – 9 March 2023 Page 3 Part 1 Public Financial Implications Botwell Leisure Centre Football Replacement Budget 2023/24 £200k, Previously Released Nil, Capital Release Requested £101k – Appendix A The 2022/23 capital programme, approved by Cabinet and Council in February 2022 included a budget for the Botwell Leisure Centre Football Replacement of £ 200k funded from Council resources. In December 2022, Cabinet approved re- phasing of 2022/23 General Fund capital budgets into future years to reflect forecast spend profiles and this included the above budget. The report seeks the release of £101k from the Botwell Leisure Centre Football Replacement for the replacement of the 3G astroturf football pitch. The release request is based on quotes from the Council’s approved term contractor GLL. The remaining £99k of the Botwell Leisure Centre Football Replacement 202 3/24 budget is subject to the capital release process. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The completion of these refurbishment works will ensure that residents will continue to be able to enjoy a high-quality leisure centre provision. Consultation carried out or required None required CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above, noting that the funds are to be released from the approved 2022 /23 Leisure Centre Refurbishment Programme budget, funded from Council resources. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 19 of the Local Government (Miscellaneous Provisions) Act 1976, thus there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders. Infrastructure / Asset Management Asset Management are in support of this specialist and essential capital works. Capital Release Report – 9 March 2023 Page 4 Part 1 Public Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL.
