Special Urgency Decision Notice – 29 January 2025 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE & CONTRACT AWARD REPORT (January 2024/25) DEPARTMENT: Facilities Management SERVICE AREA/ PROGRAMME: Place – Botwell Green Sports and Leisure Centre Photo Voltaic (PV) Panels Installation RELEASE NO: 1 Reference No. 1305 Date of decision Wednesday 29 January 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward All Decision made Cabinet Members making the decision The Deputy Leader of the Council and Cabinet Member for Corporate Services & Property, in conjunction with the Cabinet Member for Community & Environment, and on behalf of the Cabinet Member for Finance & Transformation APPROVED That the Deputy Leader of the Council and Cabinet Member for Corporate Services & Property in conjunction with the Cabinet Member for Community & Environment , and on behalf of the Cabinet Member for Finance & Transformation: 1. Revoked the previously approved contract variation to Ameresco for the provision to complete the design and installation of the photo voltaic (PV) panels at Botwell green sports and leisure centre on behalf of the Council; 2. Directly award ed to Greyline via the LHC RM3 refurbishment and modernisation framework for the provision of design and installation of the photo voltaic (PV) panels at Botwell Green sports and leisure centre on behalf of the Council for £399,825 [Botwell Green Sports and Leisure Centre Photo Special Urgency Decision Notice – 29 January 2025 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Voltaic (PV) panels will be fully funded by the Swimming Pool Support Fund capital grant]; and 3. This action will ensure the grant payment is received and secure a cost reduction of £25,000 under urgency. The rationale for the LBH is to utilize the grant funding provided by Sports in England swimming pool support fund before the deadline in March 2025 . Any further delay would leave insufficient time to complete works within require time frame. Furthermore, the project will reduce costs and is fully funded by an external grant. Reason for decision Cabinet Members agreed to progress with the decarbonisation project at the Botwell Green Leisure Centre and the installation of solar panels on the roof, noting that efficiencies and savings could be achieved through the recommended single tender, for their installation along with storage batteries. The project is grant funded by Sport England and monies are required to be spent by March 2025. Alternative options considered and rejected The alternative was to not accept the grant funding or complete the works or risk delays in a full tendering process . This would have meant that the grant provided by the swimming support fund would be lost and the energy efficiency works would not be completed. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Deputy Leader of the Council. The reason for urgency is due to the need to utilise the grant funding from the Sports England Swimming Pool Support Fund by March 2025, and further tendering would result in insufficient time to complete the works within the required timescales. Additionally, the project will reduce costs and is funded by an external grant. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
