Putting our Residents First This report supports the Council objective of strong financial management. Financial Cost This report seeks the release of £85k from the Leisure Centre Refurbishment Programme 2020/21 capital budget for the refurbishment works required at Hillingdon Sports & Leisure Complex. The works will commence upon release of the funds and will be completed by July 2021. Relevant Policy Overview Committee Corporate Services, Commerce and Communities Ward(s) affected Uxbridge North RECOMMENDATION That the Cabinet Member for Financ e, the Cabinet Member for Families, Education and Wellbeing and the Cabinet Member for Property and Infrastructu re agree to the following capital release request of £85k from the Leisure Centre Refurbishment Programme 2020/21 capital bud get for the required refurbishment works at Hillingdon Sports and Leisure Complex. (Appendix A) Capital Release Report – 17 March 2021 Page 2 (Part 1 Public) Reasons for recommendation Completing this work will ensure that Hillingdon Sports & Leisure Complex continues to operate efficiently and will ensure no loss of income is incurred. Alternative options considered The Council could choose not to complete the work, but this would result in a loss of income and damage to the Council’s reputation. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION The Council’s four Leisure Centres (Hillingdon Sports & Leisure Complex, Highgrove Pool, Botwell Green Sports & Leisure Centre and Queensmead Sports Centre) are managed by GLL on behalf of the Council. In order to maintain the operational reliability of th e centres and ensure there is no loss in income, some urgent refurbishment works are required to be completed. This specialist work was identified as part of the dilapidation survey completed by the Council when the previous Leisure Operator’s contract ended in February 2020. This includes:- • Replacement of external lighting bollards – there are a number of lighting bollards located in the car park and main entrance to the building that are damaged and not working. • Replacement of obscured toughened laminated safety glass which is a feature in the floor area of the café and reception area. • Refurbishment works to the existing fire alarm system – currently the disabled refuge communication system which is part of the fire alarm is not working and requires replacement. • Replacement of showers and taps in the main complex and athletics stadium building. • Replace the ultraviolet (UV) parts that are required to run the 50m swimming pool. • Completion of remedial works required in the plant room of the 50m swimming pool (both indoor and outdoor pools). This work will include replacing the indoor pool top-up system, replacement heat exchangers, replacement backwash inlet valve, replace outlet valves to the outdoor pool, replacement heat exchanger pressure valve of the outdoor pool, replace 10 x filter pressure gauges. • Replacement works in the plantroom relating to the heating and water systems – this includes replacing the gas boiler valve, hot water system pipework, air handling extracts (x 2) belts require replacement, replace crane valve, fit cooling fan on inverter, replace booster pump, replace safety valve at the athletics track, boiler safety valve. In November 2019, Cabinet approved the appointment of GLL to manage the Borough’s Leisure Facilities and complete specific capital works as agreed by the Council. This report now seeks Capital Release Report – 17 March 2021 Page 3 (Part 1 Public) the release of the funds from the Leisure Centre Refurbishment Budget in order for GLL t o complete the works on behalf of the Council. The cost of the work can be found in Table 1 below. Cabinet, in June 2020, approved the re-phasing of £496k of the unspent 2019/20 budget into 2020/21, to give a revised budget of £1,946k, funded from Council resources. Previously, £183k has been released for urgent remedial works required and the procurement of consultants to oversee the outstanding defect works at Hillingdon Sports and Leisure Complex. The report seeks the release of £85k from the Leisure Centr e Refurbishment Programme for refurbishment works at Hillingdon Sports and Leisure Centre Complex. The release request cost plan is based on the term contractor’s quoted costs. The remaining £1,678k of the Leisure Centre Refurbishment Programme 2020/21 budget is subject to the capital release process. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The completion of these refurbishment works will ensure that residents will continue to be able to enjoy a high-quality leisure centre provision. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above, noting that the funds are to be released from the approved 2020/21 Leisure Centre Refurbishment Programme budget, funded from Council resources. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 19 of the Local Government (Miscellaneous Provisions) Act 1976. Thus there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders. Infrastructure / Asset Management Asset Management are in support of this specialist and essential maintenance works. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision (by the Cabinet Member for Finance). No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL. Capital Release Decision Notice – 30 March 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 30 MARCH 2021 The Cabinet Member for Finance, the Cabinet Member for Fa milies, Education and Wellbeing and the Cabinet Member for Property and Infrastructure have made the following decision today: 1. THE CABINET MEMBER FOR FINANCE, THE CABINET MEMBER FOR FAMILIES, EDUCATION AND WELLBEING AND THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE CAPITAL RELEASE REPORT (MARCH 2021) DEPARTMENT: Residents Services SERVICE AREA / PROGRAMME: Leisure Centre Refurbishment Programme 2020/2021 RELEASE NO: 3 DECISION: FULL APPROVAL That the Cabinet Member for Financ e, the Cabinet Member for Families, Education and Wellbeing and the Cabinet Member for Property and Infrastructure agreed to the capital release request of £ 85k from the Leisure Centre Refurbishment Programme 2020/21 capital bud get for the required refurbishment works at Hillingdon Sports and Leisure Complex (see Appendix A of the report). REASONS FOR THE DECISION MADE The Council could choose not to complete the work , but this would result in a loss of income and damage to the Council’s reputation. ALTERNATIVES CONSIDERED AND REJECTED Essential Repairs Grants are awarded under discretionary powers; hence the alternative option was to not approve the grants. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Capital Release Decision Notice – 30 March 2021 Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance.
