Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Instructs officers to move forward with statutory consultation to formally consult residents on the proposal attached as Appendix C consisting of individual bays for a possible extension to the North Hillingdon Parking Management Scheme ‘ Zone NH’. Reasons for recommendation The recommendation reflects the responses received to the consultation with residents living in Brighton Close and Victoria Avenue, Hillingdon. Cabinet Member Report - 16 February 2021 Page 2 Part I - Public Alternative options considered/ risk management The consultation offered residents the option of being formally consulted on ‘Plan A’ or ‘Plan B’. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member may be aware of previous petitions submitted to the Council from residents in the Oak Farm area, requesting parking controls to prevent all -day non- residential parking. Following a Petition Hearing, heard by the former Cabinet Member for Planning and Transportation, officers were instructed to carry out informal consultation with residents in an area agreed in liaison with local Ward Councillors as to whether this would be something they would support. The informal consultation showed that the only roads where the majority of residents indicated support for a possible Parking Management Scheme in their road were Brighton Close and Victoria Avenue. The results were shared with the then Cabinet Member for Planning and Transportation and local Ward Councillors who, based on the results, decided that officers should prepare a detailed design for a possible scheme in Brighton Close and Victoria Avenue and proceed with statutory consultation. 2. Officers started to prepare detailed proposals for a possible Parking Management Scheme but when on site, saw that a large proportion of the kerbside in Victoria Avenue had been dropped to enable residents to access off-street parking. This resulted in limited available space for bays to be implemented, and therefore most of the road would be covered by a single yellow line during the operational times of ‘Monday to Friday 9am to 5pm’, restricting parking for residents and non- residents alike. For this reason, officers prepared two proposals for residents to consider. 3. The first proposal labelled ‘Plan A’ in the consultation pack, consisted of individual bays in Victoria Avenue whereby residents’ permit holder only bays are placed where there is available kerbside space to do so. The rest of the public highway within the scheme area not marked as a double yellow line or parking place will be a single yellow line. 4. The second proposal labelled ‘Plan B’ in the consultation pack, consists of continuous bays which are usually only recommended when the majority of kerbside has been dropped to allow residents to access off-street parking places. Within this proposal, bays are marked out the length of the road where it is safe to park, including in front of dropped kerbs to maximise the available parking. This allows residents to park in front of dropped kerbs at all times, however during the operational hours of the scheme, anyone with a permit may also park there without being subject to enforcement. Outside the operational hours of the scheme, residents whose dropped kerbs are bloc ked can contact the Council’s Parking Enforcement Team who can carry out the necessary enforcement action. Continuous bays are currently in operation in other parts of the Parking Management Scheme ‘Zone NH’, including Victoria Avenue on the opposite side to Ryefield Avenue, which has been in place since 2007. Cabinet Member Report - 16 February 2021 Page 3 Part I - Public 5. As shown in both ‘Plan A’ and ‘Plan B’, Brighton Close is proposed as a ‘Past this Point’ scheme. This type of scheme means that instead of the usual marked out bays, the Council is proposing to make the entire adopted highway in Brighton Close parking for permit holders only. This means that during the times of operation, all vehicles parking in the road must either display a valid permit or visitor voucher. The benefit to this type of scheme is that it allows residents to maximise the parking arrangements in the road and prevents non-residential parking but without the need for the usual bay markings, lines and associated signs. It must be remembered that the Council’s Parking Enforcement Team are unable take enforcement action in the private parking area in Brighton Close. 6. Officers shared both proposals with the former Cabinet Member for Planning and Transportation and local Ward Councillors asking them to decide which design they thought residents should be formally consulted on. Ward Councillors, however, agreed that it would be more beneficial for both options to be shared with residents so that they could indicate which proposal they would prefer for t heir road. Therefore, residents in the area indicated on the plan attached as Appendix A were delivered a letter, questionnaire, a plan of the area being informally consulted, a pre-paid envelope, and the two detailed proposals labelled ‘Plan A’ and ‘Plan B’. 7. 46 consultation packs were delivered to residents living in Brighton Close and Victoria Avenue, of which 17 responses were received, representing a response rate of 37%. As seen in the tabulated results attached as Appendix B, the majority of residents who took the opportunity to respond indicated that they would prefer ‘Plan B’. Further analysis of the results showed that all three responses from residents living in Brighton Close indicated support for ‘Plan B’, however, the responses from residents living in Victoria Avenue were balanced. 8. The results of this further informal consultation were shared with the former Cabinet Member for Planning and Transportation and local Ward Councillors who although acknowledging the overall majority support for ‘Plan B’, also recognised how the responses from residents living in Victoria Avenue indicated balanced support for ‘Plan A’. Local Ward Councillors advised that they were concerned about the lack of enforcement available within a continuous bay scheme, and therefore saw the proposals set out in ‘Plan A’ to be more beneficial to residents as the Council’s Parking Enforcement Team would be able to take enforcement action if a vehicle is parked in front of a dropped kerb within the operational times of the scheme. 9. It is, therefore, recommended that officers prepare statutory consultation to be carried out on proposals for a possible extension to the North Hillingdon Parking Management Scheme ‘Zone NH’ as shown in Appendix C to include Brighton Close and Victoria Avenue, Hillingdon. Financial Implications The estimated cost to carry out statutory consultation on a detailed design for the proposed Parking Management Scheme extension in Brighton Close and Victoria Avenue is approximately £2,000. The TfL funding allocation for 2021/22 is unconfirmed at this ti me and so it is proposed to fund the cost of this consultation through the Parking Revenue Account (PRA) in the interim. Should the Council decide to implement the proposed scheme following consultation, a suitable funding source will need to be identified. Consultation carried out or required Residents living in Brighton Close and part of Victoria Avenue, Hillingdon were informally consulted to see which proposal the majority of residents would prefer to be formally consulted on for a possible extension to the North Hillingdon Parking Management Scheme to include Brighton Close and Victoria Avenue. If the recommendat ions to this report are approved, then officers will prepare statutory consultation to be carried out. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the potential extension to the Parking Management Scheme. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996. Should there be a decision that further measures are to be considered then the relevant statutory provisions will have to be identified and considered at that time.
