Democratic Services confirm that this is not a key decision, as such the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Friday 26 February 2021 in order to meet Constitutional requirements about publication of decisions that are to be made. Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications in relation to the recommendations set out in this report. Relevant Policy Overview Committee Residents, Education & Environmental Services. Relevant Ward(s) Ickenham. RECOMMENDATIONS That the Cabinet Member: 1. Notes the responses received to the informal consultation for a possible introduction of a Parking Management Scheme in the service road fronting Nos. 195 to 207a Swakeleys Road, Ickenham; and 2. Decides that the Council takes no further action to progress a Parking Management Scheme in the service road fronting Nos. 195 to 207a Swakeleys Road, Ickenham at this present time due to the balanced response to the informal consultation. Cabinet Member Report – 18 February 2021 Page 2 (Part 1 Public) Reasons for recommendations The recommendations reflect the balanced response received to the consultation and the views of the local Ward Councillors. Alternative options considered / risk management The consultation with residents offered either the option of being included in a proposed Parking Management Scheme or for no changes to be made to the current parking arrangements. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall a petition was submitted by residents of the s ervice road fronting Nos. 195 to 207a Swakeleys Road, Ickenham asking the Council to consider the introduction of a Parking Management Scheme to prevent residents who do not live in the service road from regularly parking there. Following consideration of this petition, this request was added to the Council’s Parking Scheme Programme for further investigation and consultation with residents. 2. Attached as Appendix A is a plan indic ating the extent of the service road. To establish if the majority of residents would support the introduction of parking controls, residents of these were delivered a letter and questionnaire to ask if they would like to be included in a possible Parking Management Scheme. 3. Responses received to the consultation are tabulated in Appendix B. There was a total of six responses received from nine consultation documents delivered. 4. Responses received to the consultation showed a balanced response in s upport and against a possible Parking Management Scheme. As part of the consultation residents were also given the choice of three different scheme operating times. The preferences indicated are shown on the lower section of the table attached as Appendix B. T here was also no clear majority in the preference of operating times with one vote record for each of the options provided. 5. The summary of the responses received have been shared with the local Ward Councillors. As there is no overall support for a Parking Management Scheme the local Ward Councillors have indicated that at this present time the current p arking arrangements should remain unchanged. The Council could consider rev iewing the parking arrangements again in the future should the majority or residents within the service road wish to reconsider a Parking Management Scheme. 6. In summary, the residents of the service road frontings Nos. 195 to 207a Swakeleys Road have been informally consulted on the option of being included in a proposed Parking Management Scheme. As there was no clear majority in favour of a scheme, and following Cabinet Member Report – 18 February 2021 Page 3 (Part 1 Public) discussion with the local Ward Councillors, it is recommended to leave the current parking arrangements in the service road unchanged at this present time. Financial Implications There are no financial implications in relation to the recommendations of this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? As there was no clear majority in favour of a Parking Management Scheme, following discussion with the local Ward Councillors the current parking arrangements within the service road are recommended to remain as they are. Consultation carried out or required Residents of the service road shown on the plan attached as Appendix A to this report were informally consulted on the option of being included in a proposed Parking Management Scheme. As it is recommended to not progress proposals further, no further consultation is required. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed this report and concurs that there are no direct financial implications associated with this report. Legal The Borough Solicitor confirms that there are no specific legal implications arising from this report. Infrastructure / Asset Management None at this stage. Comments from other relevant service areas None at this stage.
