Cabinet Member Decision Notice – 08 March 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 08 MARCH 2021 The Leader of the Council and the Cabinet Member for Corporate Services and Transformation have made the following decision today: 1. LEADER OF THE COUNCIL AND CABINET MEMBER FOR CORPORATE SERVICES AND TRANSFORMATION CORPORATE MOBILE PHONE AND 4G DATA CONNECTIONS CONTRACT DECISION: That the Leader of the Council and Cabinet Member for Corporate Services and Transformation accept the single tender from O2 UK via the Network Services Framework (RM3808 Lot 6) for the provision of a mobile phone and 4G data connections contract to the London Borough of Hillingdon for a three -year term from 1 April 2021 to 31 March 2024 and at the value of £462,976. REASONS FOR THE DECISION MADE The new contract with O2 UK will provide the Council with the opportunity to make more efficient use of its communications assets for the longer term, enabling cost reduction and aiding the delivery and improvement of critical frontline services. ALTERNATIVES CONSIDERED AND REJECTED Do Nothing: this option was not recommended as: (i) It would leave the Council with no access to mobile phones , seriously degrading the service s that residents are used to receiving from officers and which are often available via phone, text, video call throughout the day; (ii) There would be risks associated with having lone workers in the community without access to a mobile telephone to request urgent assistance if required; (iii) The Council has an option to run a full market tender, however, if 02 did not win then it would be significant disruption to switch providers at this current time and the Government framework is designed to support the proposed procurement route. FURTHER INFORMATION The detailed report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Dale Gordon / Jo Allen - ICT Cabinet Member Decision Notice – 08 March 2021 business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Monday 15 March 2021. This is the formal notice by the Council of the above decisions.
