Decision Approved
That the Leader of the Council and Cabinet Member for
Corporate Services accepted the single tender from Virgin
Media O2 UK via the CCS Lot 6: Mobile voice and data
services Framework (RM6261 Lot 1) for the provision of a
mobile phone and 4G/ 5G data connections contract to the
London Borough of Hillingdon for a three-year term from 01
June 2024 to 31 May 2027 and at the value of up to £332,088.
Reason for decision The use of mobile phones and data connections is crucial in
delivering front-line Council services to residents. Together they
underpin the effective communication, collaboration, and receipt
of information in support of work undertaken by staff to deliver
Council services.
Following a previous tender process, Virgin Media O2
(Previously O2 UK) has delivered a robust service that has
encompassed innovation as communication technology
evolves.
If approved, the new contract with Virgin Media O2 will provide
the Council with the opportunity to make more efficient use of its
communications assets for the longer term, enabling cost
reduction and aiding the delivery and improvement of critical
frontline services.

considered and
rejected
Do nothing: this option is not recommended as:
(i) The current contract would lapse and it would leave
the Council with no access to mobile phones,
seriously degrading the services that residents are
used to receiving from officers and which are often
available via phone, text, video call throughout the
day;
(ii) There would be risks associated with having lone
workers in the community without access to a mobile
telephone to request urgent assistance if required.
(iii) We have an option to run a full market tender,
however, if VM02 did not win then it would be
significant disruption to switch providers at this current
time and the Government framework is designed to
support the proposed procurement route.
