OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision Extension of Tree Maintenance Services contract
Reference No. 1510
Date of decision Tuesday 28 October 2025
Call-in expiry date Tuesday 04 November 2025

Committee

Decision made
Cabinet Members making
the decision
Councillor Ian Edwards, Leader of the Council
Councillor Eddie Lavery , Cabinet Member for Community
and Environment
Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member for Community & Environment,
agreed to extend the current contract with RSK Hi-Line
for the provision of a Tree Maintenance Service to the
London Borough of Hillingdon for a One-Year period
from 8th October 2025 to 7th October 2026.
Reason for decision In addition to undertaking works to fulfil its legal obligations
and ensure public safety, the Council is dedicated to
promoting a greener and more sustainable environment for
its residents and those visiting the Borough. The responsible
management of trees, ensuring a planned and systematic
approach, is a key priority.
The existing contract with RSK Hi-Line comes to an end on
7
th October 2025; this contract had the option to extend up
to a further two years.
Whilst the report recommended a 2- year extension, the
Leader of the Council considered that a 1- year extension
was the most suitable course of action at this time to allow
market testing to ensure continued value for money and this
was confirmed possible by officers.
Alternative options
considered and rejected
Formal Tender: if a new formal tender were to be issued,
there is a high likelihood of increased costs due to current
market inflation and potential supply chain pressures.

Moreover, such an approach could introduce operational
risks.
No Tree Maintenance Services: this option was deemed
not viable due to legal and safety obligations.
