Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

The Leader of the Council, in conjunction with the Cabinet
Member for Community & Environment, Cabinet Member for
Corporate Services & Property and on behalf of the Cabinet
Member for Finance and Transformation:
Decision Approved
That the Leader of the Council, in conjunction with the
Cabinet Member for Community & Environment, Cabinet
Member for Corporate Services & Property and on behalf
of the Cabinet Member for Finance & Transformation:
1. Agreed the contract variation to the current GLL
Leisure Operating Contract to include the Platinum
Jubilee Leisure Centre until 22 February 2035;
2. Agreed the lease with GLL until 22 February 2035 to
include the Platinum Jubilee Leisure Centre,
Rowhleys Place, West Drayton; and
3. Authorised the Corporate Director of Homes and
Communities, in consultation with the Corporate
Director of Finance, to finalise the contract variation
and lease with the engagement of specialist legal
provider, Trowers and Hamlins.
Reason for decision The contract variation and lease will ensure the Council has a
secure contractual relationship with an experienced leisure
provider to operate the new Platinum Jubilee Leisure Centre.
It will also ensure that a management fee payment is made to
the Council for the operation and management of this facility.
The Borough will benefit from the consistency of having one

Leisure Operator managing all the Council owned swimming
pools and leisure centres.
Alternative options
considered and
rejected
The Council could opt to manage the facility in house. This
would be a risk to the Council as they do not currently have the
expertise or staff to manage the centre in house. This approach
would also mean that the Council would have to pick up the
losses and mobilisation costs of managing this facility in the
earlier years. This would put further pressure on the Council’s
finances.
Another option available to the Council is to put the facility out
to tender – this was considered but rejected as the
procurement process would take longer than the 6 months
currently available. This would put the Council at reputational
and financial risk of having a new leisure centre that is finished
but without a leisure company to operate it.
