Executive Decision Notice – 27 October 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE REPORT (OCTOBER/ 2023/24) DEPARTMENT: PLACE SERVICE AREA/ PROGRAMME: Platinum Jubilee Leisure Centre – Emergency costs due to Contractor entering into Administration CAPITAL PROGRAMME WORKS SERVICE RELEASE NO: 4 Reference No. 947 Date of decision Friday 27 October 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) West Drayton Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1. Noted that the contractor, The Buckingham Group Contracting Ltd, have entered into administration; 2. Noted that the contract with Buckingham Group Contracting Ltd has now been terminated; 3. Approved the expenditure, as set out in the report, for the continued construction costs at the Platinum Jubilee Leisure Centre to carry out protection and works to make the building watertight; 4. Approved the single tender action to appoint the contractors listed in Table 1 in order to instruct the Executive Decision Notice – 27 October 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk essential protection and weathertight works and mitigate any losses to the council’s asset; and 5. Noted the reallocation of the unused £19.0m capital release for the Buckingham Group Contracting Ltd, to fund the various sub- contractors and associated costs, listed in Table 1, to allow the continuation of the construction of the Platinum Jubilee Leisure Centre. Reason for decision The Leader agreed an urgent decision to allow works to the Platinum Jubilee Leisure Centre to continue and made weathertight whilst a replacement main contractor is procured. This work is to protect and make weathertight the building, in an effort to mitigate losses due to the damage from the weather and other sources if it were left in its current state. The expenditure requested is from the reallocation of the unused capital release for the project, previously approved. Alternative options considered and rejected Not to proceed with the use of the urgent funds could delay the project completion further and cause damage to the existing structure which could result in additional costs in rectifying damage. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency is to allow works to the Platinum Jubilee Leisure Centre to continue and made weathertight whilst a replacement main contractor is procured and to mitigate losses due to the damage from the weather and other sources if it were left in its current state. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
