Special Urgency Decision Notice –16 October 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Platinum Jubilee Leisure Centre – Remaining Works to Completion CAPITAL PROGRAMME WORKS SERVICE RELEASE NO: 6 Reference No. 1241 Date of decision Wednesday 16 October 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward West Drayton Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1) Approved the appointment of Fieldf orm Ltd at a cost of £282k for the Sports Pitch Coverings package; 2) Approved the Single Tender Action appointment of Total Laminate Systems Ltd at a cost of £130k for the Panelling System package; 3) Approved the appointment of Lusso Interiors Ltd at a cost of £418k for the Glazed Screens package; 4) Approved the appointment of BSA Interiors Ltd at a cost of £473k for the Dry Lining and Suspended Ceiling package; 5) Approved the appointment of BSel Contracts Limited at a cost of £1,414k for the Tiling package; Special Urgency Decision Notice –16 October 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk 6) Approved the variation of £41k to appoint FT Leisure from £250k to £291k and the subsequent capital release of £291k; 7) Approved the single tender action appointment of Omega Security Systems Ltd for installing Assisted Lifeguard Technology at a cost of £52k; 8) Approved the appointment of Flamingo Fire Protection Limited for the Fire Stopping Works Package at a cost of £150k; 9) Approved the variation in contract of £55k to appoint Iron Designs from £204k to £259k; and 10) Approved the capital release of £3,015k, as set out in Table 1 of the confidential report , to fund the various sub- contractors and associated costs listed in Table 1 and Appendix A to allow the continuation of the construction of the Platinum Jubilee Leisure Centre. Reason for decision These decisions allow the Platinum Jubilee Leisure Centre to be fully constructed through remaining packages of work. This includes the remaining external fabric, mechanical and electrical works, fit-out and finishes up to practical completion. In effect, the Council is now undertaking the role of the contractor and will therefore be appointing multiple contractors for elements of the work. Alternative options considered and rejected Not to proceed with the use of the funds would delay the project completion further and cause damage to the existing structure. This could result in additional costs in rectifying damage and additional inflationary costs. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is to keep the project on programme and not delay contractors already appointed. This project is client managed, which means the Council is undertaking the role of main contractor. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
