Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council and Cabinet Member for
Health & Social Care agreed:
1. The supply of a range of digital Technology Enabled
Care (TEC) equipment for 1 year from 02 September
2024 to 03 September 2025, with a selection of
Telecare equipment providers at the recommended
contract amounts listed in table 1 below.
a. Accepted the direct award from LEGRAND
ELECTRIC LTD up to a maximum value of
£100,000
b. Accepted the direct award from CHIPTECH
INTERNATIONAL up to a maximum value of
£220,000.
c. Accepted the direct award from APPELLO
SMART LIVING SOLUTIONS LTD subject to
new technologies becoming compatible as
set out in the report, up to a maximum value
of £25,000.
d. Accepted the direct award from TUNSTALL
HEALTHCARE (UK) LTD up to a maximum
value of £10,000 for the provision of
replacement equipment only.

e. Accepted the direct award from ACCESS
UK LTD up to a maximum value of £5,000
2. To authorise the Corporate Director of Adult Social
Care & Health to utilise these contracts based on the
operational needs of the Council and within
approved budgets, as set out within the body of the
report and noting that the Contract Manager for Adult
Social Care will monitor the demand and provide
appropriate scrutiny regarding what equipment is
being requested.
Reason for decision All the above providers offer Hillingdon the flexibility, choice, and
compatibility in different scenarios. Each scenario depending on
the level of complexity supporting existing and new users in our
transformation journey in the UK digital switch over context.
Considerations of interoperability, cost and resources
effectiveness have been essential to the selection criteria and
none of the suppliers meet all these criteria. It is useful for
Hillingdon to use several suppliers to increase equipment stock
availability and explore innovative solutions.
Alternative options
considered and
rejected
• Continue with current supplier . The current equipment
known is no longer in production therefore no longer
available to supply to LBH. This means that remaining
with current supplier is not an option for new users as
their new digital at home telecare equipment is not
compatible with the call handling centre.
• Selecting one supplier only - There are supply chain risks
with using one supplier as we are presently experiencing.
With the deadline of UK digital switch over in Dec 2026,
Hillingdon must ensure the availability of digital
equipment stock to meet the demand of both existing and
new users.
• The future strategy is to have several providers available
to ensure that we can support all
those who need
Telecare with little delay including hospital discharge
teams.
• Full tender exercise - A full tender exercise was not
deemed feasible due to time limitations caused by the
incumbent supplier’s new digital unit being incompatible
with the Alarm
Receiving Centre (ARC) and the
withdrawal from the market of the compatible equipment
currently purchased.
