Accept the tender from JS Agriculture Ltd for the provision of hay cutting, bailing and hedge cutting to the London Borough of Hillingdon for a three-year period from June 2021 to May 2024 and at the value of £293,821.05. 2. Agree to include the provision to extend the contract for a two -year period, subject to approval by the Leader of the Council and Cabinet Member for Environment, Housing & Regeneration, in consultation with the Corporate Director of Planning, Environment, Education & Community Services, at a total contract value of £489,701.75 over the full five years. Executive Decision Notice – 25 May 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision The current contract with JS Agriculture is in its final year of the extension period and, therefore, officers undertook a competitive tender exercise to award a new contract. Following completion of the competitive tender exercise, the bid by JS Agriculture Ltd. represented the most economically advantageous tender to officers. Alternative options considered and rejected The option to cease the hay cutting, baling and hedge cutting programme was considered but subsequently dismissed. This was dismissed as it would have a negative visual impact and would lead to the Council receiving numerous complaints from residents. The option to bring the service in house was also considered, however, due to limited staff resource, specialist horticultural knowledge and capital expenditure required for the machinery to provide the service, this option was also dismissed. Classification The report relating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it.
