Executive Decision Notice – 27 May 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Title of report The Provision of Information, Advice, Access and Welfare Benefits Service for Families with Children aged five years and under (Children's Centre Outreach Advice Programme) Reference No. CMD 105 Date of decision 27 May 2021 Call-in expiry date 5pm, on 4 June 2021 Relevant Select Committee(s) Families, Health and Wellbeing Select Committee Relevant Ward(s) All Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Susan O’Brien – Cabinet Member for Families, Education and Wellbeing DECISION That the Leader of the Council and Cabinet Member for Families, Education and Wellbeing accept the single tender from People Potential Possibilities Limited (P3) for the provision of an Information, Advice, Access and Welfare Benefits Service for Families with Children aged five years and under to the London Borough of Hillingdon for a three- year period from 1 April 2021 to 31 March 2024 and at the value of £70,740.80 per year, £212,222.40 in total. Reason for decision To maintain the delivery of a public -facing advice service for residents, enabling families with children aged five years and under to receive support that promotes their economic wellbeing and enables their young children to have the best start in life. The provider has since been able to demonstrate a track record in delivering the type of information, advice and guidance service required to address the needs of Hillingdon residents. They also have experience in working with a client group common to that of the Children’s Centre programme and have existing partnerships with other providers delivering economic wellbeing services. Executive Decision Notice – 27 May 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Alternative options considered and rejected The option to discontinue the service was discounted due to the identified need of local residents and the demonstrable impact on families’ economic wellbeing of the service currently being provided. The Council has considered the benefits of a tender and it was concluded a cost saving would be unlikely at the same quality. This is based on the staffing resource, management, thorough reporting, advice accreditations and systems that are currently provided. The volume of suppliers who could effectively provide this service with the case management systems and the accreditations that P3 hold Advice Quality Standard (AQS) and Matrix, with the financial viability required, the local knowledge of our communi ties and required flexibility, is low. P3 have extensive knowledge about support in Hillingdon and the needs of the community.
