Executive Decision Notice – 27 May 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Title of report Award of Contract for Goss Interactive Reference No. CMD 150 Date of decision 27 May 2021 Call-in expiry date 5pm, on 4 June 2021 Relevant Select Committee(s) Corporate, Finance & Property Select Committee Relevant Ward(s) All Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Douglas Mills – Corporate Services and Transformation DECISION That the Leader of the Council and Cabinet Member for Corporate Services and Transformation accept the Single Tender from GOSS Interactive Limited for the provision of web platforms to the London Borough of Hillingdon, for a 2+1+1 year period from June 2021 and at the total value of £349,680. Reason for decision GOSS Interactive Limited provides a hosted web platform and web forms, enabling staff to design, develop and integrate digital end to end services for the Council. The Council’s website has been redesigned with a simple navigation to services and payments, making it easier to use on all ‘smart’ devices. GOSS Interactive Limited also provides a platform to host links to the planning website and many other third-party sites used by the Council and a platform for both the Council’s legacy website and Horizon, the Council’s Intranet site. As part of the Dig ital Transformation project, the ICT team, in collaboration with the Contact Centre, the Corporate Communications team and GOSS Interactive Limited, are utilising web forms, the web platform, modules and technologies, to continue to modernise and standardise the look and feel of the Council’s website, transform its processes, Executive Decision Notice – 27 May 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk reduce unnecessary complexity and improve the overall take-up and online experience for residents. Alternative options considered and rejected The option to do nothing is not recommended as the contract is up for renewal. Without renewing, the Council would be left without an intranet site or website. Under the current contract renewal timeline, there is not sufficient time to tender for a replacement. A tender would also disrupt the current website transformation project. However, ICT officers will continue to review the contract lifecycle in collaboration with Procurement. .
