That the Leader of the Council and the Cabinet Member for Property and Business Services agree d to vary the current contract with Re -Gen (M&E Services) Ltd for Phase 2 & 5 Electrical Fire Safety Upgrades within 710 of the Council’s general needs housing stock with the addition of 212 dwellings at a cost of £169,425.23. 2. That the Cabinet Member for Finance and the Cabinet Member for Property and Business Services agree d to the capital release requests of £195k from the Fire Safety Workstream within the Housing Revenue Account Works to Stock Programme 2021/22 capital budget for the installation of Phase 15 Electrical Fire Safety Upgrade within an additional 212 dwellings in the Council’s general n eeds housing stock ( see Appendix A of the report). Executive Decision Notice – 25 May 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision Hillingdon Council is currently in the process of upgrading the Electrical Fire Safety within its Housing stock with works comprising of the installation of a minimum LD2 Fire Detection and a Fire Rated consumer unit to all dwellings. Phases 2 & 5 for 710 dwellings are in progress and, despite Covid 19 restrictions, are progressing well. Officers are, therefore, requesting to vary these contracts to add an additional 212 properties to ensure value -for-money by completing at the agreed rates within tender enabling the project’s projected completion of 2022 to be achieved. The existing contract with ReGen (M&E Services) Ltd was the subject of a competitive tender exercise that was conducted by officers in 2020. Cabinet approved a contract for 710 dwellings and the contract commenced in October 2020. The rates within tender are in line with all other Phases procured through competitive tender. During the first few months of the contract, ReGen have performed well, providing a value for money service, testing, and completing works and electrical upgrades within agreed timescales, with minimal disruption to tenants. Alternative options considered and rejected Officers could carry out a new proc urement, with a view to having new arrangements in place. However, due to the good performance of the existing contractor and the fact that the original and subsequent procurement of phases are at similar rates, officers preferred option would be to vary the contract.
