Capital Release Decision Notice – 12 May 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 12 MAY 2021 The Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property & Infrastructure have made the following decision today: 1. THE LEADER OF THE COU NCIL, THE CABINET MEMBER FOR FINANCE AND THE CABINET MEMBER FOR PROPERTY & INFRASTRUCTURE Housing Revenue Account Works To Stock 2021/22 Programme – Phase 16 General Needs Electrical Fire Safety Upgrade - Phase 1,3,4,6 & 7. Variation of 503 additional Dwellings - Contract Variation and Capital Release No 9 DECISION: FULL APPROVAL That: 1.The Leader of the Council and the Cabinet Member for Property and Infrastructure agree to vary the current contracts with PFL Electrical Services Limited for Phase 1,3,4,6 & 7 Electrical Fire Safety Upgrades within the Council’s general needs housing stock with the addition of 503 dwellings at a cost of £405,376. 2. That the Cabinet Member for Finance and Property and Infrastructure agree to the capital release requests of £466k from the Fire Safety Workstream within the Housing Revenue Account Works to Stock Programme 2021/22 capital budget for the installation of Phase 16 Electrical Fire Safety Upgrade within an additional 503 dwellings in the Council’s general needs housing stock REASONS FOR THE DECISIONS MADE Hillingdon Council are currently in process of upgrading the Electrical Fire Safety within its Housing stock with works comprising of the installation of a minimum LD2 Fire Detection and a Fire Rated consumer unit to all dwellings. These works are being procured via open tender and to date the Council has successfully awarded 7 Phases for general needs housing. Phases 1,3,4,6 & 7 are in progress and despite Covid-19 restrictions are progressing well. Officers are, therefore, requesting to vary these contracts to add an additional 503 properties to ensure value- for- money by completing at the agreed rates within tender enabling the projected project completion of 2022 to be achieved. ALTERNATIVES CONSIDERED AND REJECTED Dan Kennedy, Director of Planning, Environment, Education and Community Services Gary Penticost / John Phillips, Residents Services Capital Release Decision Notice – 12 May 2021 Officers could carry out a new procurement, with a view to having new arrangements in place. However, due to the good performance of the existing contractor and the fact that the original and subsequent procurement of phases are at similar rates , officers preferred option would be to vary the contract. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to an individual and information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Wednesday 19 May 2021. This is the formal notice by the Council of the above decisions.
