Special Urgency Decision Notice – 21 May 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE REPORT (May 2024) DEPARTMENT: Capital Works Programme SERVICE AREA/ PROGRAME: Platinum Jubilee Leisure Centre – Remaining Works to Completion RELEASE NO: 5 Reference No. 1123 Date of decision Tuesday 21 May 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward West Drayton Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1) Noted that the contractor, Buckingham Group Contracting Ltd, are in administration; 2) Noted that the contract with Buckingham Group Contracting Ltd was terminated; 3) Noted the revised project cost estimate, as set out in the report, for the continued construction costs at the Platinum Jubilee Leisure; 4) Approved the recommendation to continue to Client- manage the remaining works to completion, and the project management structure as set out in the report; Special Urgency Decision Notice – 21 May 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk 5) Noted the chosen procurement action, and approved the single tender action s to appoint the contractors listed in Table 5, and to follow the Standing Orders in procuring the remaining packages of work listed in Table 5; 6) Approved the capital release of £9,155k, as set out in Table 1 below, to fund the various sub- contractors and associated costs, listed in Table 3 and Appendix A, to allow the continuation of the construction of the Platinum Jubilee Leisure Centre; and 7) Approved the appointment via single tender action of Press and Starkey at a total cost of £148.8k to assist the Council’s in- house team with specialist advice and expertise on both project management and M&E monitoring associated with the final phase of the build programme. Reason for decision These decisions allow for the release of capital funding for the final phase of construction of the new the Platinum Jubilee Leisure Centre in West Drayton. The decisions enable the continued client-management for the remaining works to completion, to be supported by expert consultants and project- led by the Interim Corporate Director of Place. Remaining works include the external fabric, mechanical and electrical works, fit- out and finishes up to practical completion. Alternative options considered and rejected Not to proceed with the use of the funds would delay the project completion further and cause damage to the existing structure. This could result in additional costs in rectifying damage and additional inflationary costs. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is to minimise delay of the building works, the programme already having been set back by the original contractor having gone into administration. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
