NOTICE FOR PUBLICATION Title of decision MEADOW HIGH SCHOOL EXPANSION : Meadow-Royal Lane Site: Designers and subcontractor appointments. Approve the single tender action to appoint Noviun Architects who worked under ISG, for £36,625 to provide architectural services of the remaining work at the Meadow - Royal Lane site to completion. 2. Approves the single tender action to appoint Hydrock Engineers who worked under ISG, for £22,970 to provide civil and structural engineering consultancy of the remaining work at the Meadow-Royal Lane site to completion. 3. App roves the single tender action to appoint KONE plc (existing lift design, supplier and installer to ISG) at a cost of £31,715 to complete the lift package and to provide the warranty at the Meadow-Royal Lane Site. 4. A pproves the single tender action to appoint Malone Roofing Limited (existing roofing subcontractor to ISG) at a cost of £149,864 to complete the roof package and to provide the warranty at the Meadow-Royal Lane Site. 5. Approves the single tender action to appoint Pinnacle (existing fixed and loose furniture subcontractor supplier to ISG) at a cost of £303,260 for the fixed and loose furniture packages at the Meadow-Royal Lane Site. Approves the single tender action to appoint Stephens and Stuarts Engineering Co Limited (existing metalwork subcontractor to ISG) at a cost of £ 43,321 to complete the metalwork package at the Meadow-Royal Lane Site. 7. Approves the single tender action to appoint WJL Joinery Contracts Limited (existing joinery subcontractor and door- sets supplier to ISG) at a cost of £ 238,006 to complete the joinery and door -sets package at the Meadow -Royal Lane Site. 8. Approves the single tender action to appoint Weatherite Group (existing windows and doors supplier and installer to ISG) at a cost of £153,882 to complete the windows and doors package at the Meadow-Royal Lane Site. 9. Approves the single tender action to appoint Swift Bricklaying Construction Limited (existing bricklaying subcontractor to ISG) at a cost of £62,741 to complete the brickwork package at the Meadow-Royal Lane Site. 10. Approves the single tender action to appoint Antham Electrical Limited (existing electrical and mechanical subcontractor to ISG) at a cost of £1,342,177 to complete the electrical and mechanical package at the Meadow -Royal Lane Site. 11. Approves the single tender action to appoint Macai Limited (boarder/dryliner and finishes subcontractor to ISG) at a cost of £423,667 to complete the boarding/drylining and finishes package at the Meadow-Royal Lane Site. 12. Approves the single tender action to appoint Daleraven Limited (groundworks subcontractor to ISG) at a cost of £547,602 to complete the groundworks package at the Meadow-Royal Lane Site. 13. Approves the re -allocation of £3,387,772 of previously released funds for the appointment of the above -mentioned Contractors against the allocated construction works budget. Reason for decision This Chief Officer decision supports the planned expansion of Meadow High School, which will increase the number of Special School places for pupils with Moderate Learning Difficulties and Autism (MLD and ASD) can be provided within the Borough. This is on e of the projects in the Dedicated School Grant (DSG) Deficit Recovery Plan. This initiative will also help reduce the Council’s reliance on expensive independent Special School places, thereby saving revenue expenditure for the Borough. In summary, the proposed works consist of the following: Chief Officer Decision Notice Page 3 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk o Relocating some pupils from Meadow High School to the unused Harefield Academy boarding block (which is separate and apart from the main Academy building), which will be rebuilt to become a satellite unit that is directly managed and run by Meadow High School; Chief Officer Decision Notice Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk o Providing a new classroom block at Meadow High School to replace the existing temporary modular classrooms, which are currently in poor condition and no longer suitable for us Following the original contractor going into administration, Cabinet Members on 7 February 2025 decided for the Council to progress the project directly. This report seeks approval to appoint the following packages of works in discussion with existing contractors/suppliers of ISG to be reappointed under a single tender action as set out in the report. This is necessary to complete the project end of August for teachers to setup the classrooms to accept pupils in September 2025. Alternative options considered and rejected Any delay in the appointment by single tender action will result in the completion date not being met and the building will not be available in September. Not completing the much-needed additional SEND capacity provided by the Meadow High School Scheme, at Meadow -Royal Lane for the start of the September 2025 school year, will increase the use of expensive independent Special School places which is an additional revenue expenditure: approximate costs start around £55,000.00 per annum for each of the 14 pupil placed out of the Borough for INMISS (independent, non-maintained integrated special schools) based on 7 years (years 7- 11 plus 6th form). Factors considered To ensure that the Council meets the required completion, Single Tender Action awards are required for all the main works packages using suppliers who were previously appointed by ISG who bring the knowledge of their installations on the project and warranties, providing an earlier return to site date and greater certainty in the delivery of the project to accept pupils in September 2025. However, Standing Order 4.1 (c) enables this requirement to be waived where it is not reasonably practicable or prudent in meeting the Council’s objectives to obtain competitive tenders or quotations, as set out in the body of the report. Legal Services therefore confirms that there are no legal impediments to the Council agreeing the recommendations to ensure the appointment of existing contractors who were suppliers of ISG for the remainder of the build programme to remain on track for anticipated completion and pupil intake in Sept 2025 owing to ISG entering administration in September 2024.
