Special Urgency Decision Notice – 16 April 2025 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision FINANCE MODERNISATION PROGRAMME Reference No. 1398 Date of decision Wednesday 16 April 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward N/A Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance & Transformation APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance & Transformation, accepted the single tender from Grant Thornton UK LLP via the MCF3 Framework for the delivery of the modern finance processes and organisation phase of the Finance Modernisation Programme to the London Borough of Hillingdon for a 7 -month period from 08 April 2025 and at the estimated value of £733,650. Reason for decision This decision to appoint Grant Thornton will assist the Council in modernising its financial processes, strengthen its financial management, develop a modern finance function, and embed processes and controls in the Council’s financial system, Oracle. This supports the council's strategy ’s commitment to being a digital-enabled, modern, well-run council. Grant Thornton (GT) are one of the country’s leading firms supporting local government transformation, accounting and audit, and improvement. Alternative options considered and rejected Though discounted, Cabinet Members could have considered not commissioning such support, sought a wider procurement exercise or alternate procurement options as set out in the confidential report. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is to speedily confirm the future structure of the finance team and to recruit to those positions as well as reviewing our financial systems and processes to ensure they remain fit for purpose and make best use of automation and information technology. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
