Special Urgency Decision Notice – 5 December 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Finance Modernisation Programme Phase 2 Contract Award Reference No. 1591 Date of decision 5 December 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources & Infrastructure Select Committee Relevant Ward All Decision made Cabinet Members making the decision The Leader of the Council and the Cabinet Member for Finance & Transformation APPROVED That the Leader of the Council and the Cabinet Member for Finance & Transformation: 1. Approved the single tender from Grant Thornton UK LLP via the MCF4 Framework for the delivery of the Finance Capacity & Capability phase 2 implementation of the Finance Modernisation Programme to the London Borough of Hillingdon for a 6-month period following approval, and at the estimated value of £746,850. 2. Noted that there will be ancillary costs associated with the delivery of Phase 2 of the Finance Modernisation Programme including Finance Resources staffing as set out in the Financial Implications of this report. 3. Noted the previously approved Cabinet Member decision to accept a single tender from Grant Thornton UK LLP via the MCF3 Framework for the delivery of the modern finance processes and organisation phase of the Finance Modernisation Programme (phase 1) for a 7 -month period starting April 2025 and at a cost of £733,650, and the request taken to 20 November 2025 Cabinet to support Oracle Special Urgency Decision Notice – 5 December 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk improvements (part of phase 2 of the Finance Modernisation Programme) at a cost of £357,200. Reason for decision The Leader of the Council and the Cabinet Member for Finance & Transformation approved the decisions outlined above. The Finance Modernisation Programme was critical to delivering a well- run, digitally enabled Council with strong financial management to ac hieve better outcomes for residents. With Phase 1 successfully completed, the urgent approval of Phase 2 ensured continuity of improvements, including Oracle enhancements, and embedded a modern finance function to support the 2026/27 budget and medium-term planning. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for the urgency is that this work is critical to the Council establishing a robust medium term financial strategy and budget for next year as well as supporting the ongoing audit process and the work must continue without delay.
