Special Urgency Decision Notice –18 June 2025 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision MEADOW HIGH SCHOOL EXPANSION (REPLACEMENT CONTRACTOR APPOINTMENT FOR NORTHWOOD ROAD, HAREFIELD SITE) Reference No. 1456 Date of decision 18 June 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward N/A Decision made Cabinet Members making the decision The Deputy Leader of the Council / Cabinet Member for Corporate Services & Property , on behalf of the Leader, the Cabinet Member for Finance & Transformation and the Cabinet Member for Children, Families & Education APPROVED That the Deputy Leader of the Council / Cabinet Member for Corporate Services & Property, on behalf of the Leader, the Cabinet Member for Finance & Transformation and the Cabinet Member for Children, Families & Education: 1. Noted that the contractor ISG Construction Limited, are in administration and subsequent termination of the contract. 2. Approved an increase to the 2025/26 budget totalling £6.5m, to align the budget with the latest delivery cost estimates. 3. Approved the award of a JCT Design & Build Contract to John Graham Construction Limited for £14,480,843 for the construction of a two-storey new academic building and associated works at Meadow High School (Northwood Road, Harefield) that is part of the overall expansion of Meadow High School (two sites) Project that includes Construction Services (RIBA Stages 5 & 6). Approved the further appointment of Pelling's LLP which is a Direct Award call off from Lot 1 – Multi- disciplinary Services on the London Borough of Hillingdon Framework for £345,517.50 to provide additional multi -disciplinary and technical advisory services, including approved Building Control Inspector (JM Partnership), for the extended RIBA Stages 5 & 6. 5. Noted the reallocation of the previously released unused £16,809,562 budget to fund the appointment of the replacement contractor and associated costs in Table 1 to allow the continuation of the Meadow -Northwood Road site project. Reason for decision This decision supports the planned expansion of Meadow High School, which will increase the number of Special School places for pupils with Moderate Learning Difficulties (MLD) and associated complexities within the Borough. Alternative options considered and rejected Not completing the much -needed additional SEND capacity provided by the Meadow High School scheme, at Meadow - Northwood Road site for the start of the September 2026 school year, will increase the reliance on expensive independent Special School places whic h is an additional revenue expenditure. The reason for urgency, is to provide the necessary grant funding in the 2025/26 budget to appoint a contractor for Meadow High School, enabling immediate contract execution and allowing for essential lead-in and site setup time to keep the project on track for a September 2026 opening. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
