Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision MEADOW HIGH SCHOOL EXPANSION (GRANT OF NEW
LEASE FOR ELECTRICITY SUBSTATION INCLUDING
CABLE EASEMENTS FOR MEADOW SCHOOL -
NORTHWOOD ROAD, HAREFIELD SITE)

Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member for Corporate Services & Property,
agreed to the terms negotiated by officers as detailed in
the confidential report and lease plan, and instruct ed
Property and Estates to complete the grant of a new
lease for the electricity substation including cable
easements for 99 years at a peppercorn rent to the
tenant Eclipse Power Networks Limited who are the
Independent Distribution Network Operator (IDNO).
Reason for decision A new electricity substation including cable easements is
required to support the development of the new Meadow
School (Northwood Road, Harefield site)
as part of the
overall Meadow High School Expansion (two sites) Project
and should the grant of a new lease not proceed, the
completion and energisation of the new Meadow School
would be in jeopardy.
Alternative options
considered and rejected
Not to grant the new lease for the electricity substation
including cable easements would jeopardise the completion
and energisation of the new Meadow School resulting in the
much-needed additional SEND capacity to be provided by
the Meadow High School scheme, at the Meadow-
Northwood Road site required for the start of the September
2026 school year not being delivered. That would increase

the reliance on expensive independent Special School
places which is an additional revenue expenditure.
