Approved
That the Leader of the Council, the Cabinet Member for Property,
Highways and Transport and the Cabinet Member for Finance:
1. A pproved the variation to the Pre-Construction Services
Agreement (PCSA) with ISG Limited for the design, early
works orders and procurement of work packages, to
achieve an overall fixed price cost to enter a JCT Design &
Build Contract for a new academic building in the former
Harefield Academy (Northwood Road, Harefield) boarding
block for the use as a satellite provision for Meadow High
School, noting that t his is part of the overall expansion of
Meadow High School and the variation cost to the PCSA is
£615,681;
2. Approved the further appointment of Pellings LLP on the
London Borough of Hillingdon F ramework – Lot 1 , to
provide multi-disciplinary services for RIBA Stages 2 & 3
and 5 & 6 through the PCSA two-stage tender process, for
the replacement of the former boarding block with a n ew
academic building as described within the report under
change of works proposals, noting the cost is £283,300;

3. Approved the early procurement and installation of two
temporary modular classrooms for the academic year 2024-
2025 that are to be placed at Meadow High School (Royal
Lane, Uxbridge), noting officers’ estimated cost of £280,000
to lease the modular classrooms;
4. Approved the procurement of new electricity supply/
substation and sprinkler water supply , noting o fficers
estimated cost of £200,000 to include all connection and
associated costs;
5. Agreed to the capital release request of £1,553,313 from the
Schools SRP Programme budget for the services and
works outlined in the above recommendation; and
6. Noted that officers are continuing discussions with the DfE
on capital funding for the Safety Valve Agreement.
Reason for
decision
Approval of the appointment ensures the increasing need for Special
School places for pupils with Moderate Learning Difficulties and Autism
(MLD and ASD) can be provided within the Borough. This project was
one of the Devolved School Grant (DSG) Deficit Recovery Plan projects
outlined to Cabinet in April 2022.

options
considered
and rejected
Not progressing with this proposed scheme w ould have increased the
use of expensive independent Special School places. A single stage
tender process was also considered; however, the current market had no
appetite for single stage and to reduce the risk of no replies, a two-stage
process was undertaken.
