That the Cabinet Member for Finance and the Cabinet Member
for Property, Highways and Transport:
1. A ccepted the tender and approved the award of contract for
the Planned Kitchen and Bathroom Renewals Phase 20 to
PFL Electrical Ltd at a cost of £409,867.23; and
2. A greed to the capital release requests of £471k inclusive of
contingencies and fees from the Kitchens and Bathrooms
Renewals work- stream within the Housing Revenue
Account Works to Stock programme 2023/24 budget for the
Planned Kitchen and Bathroom Renewals Phase 20.
Reason for
decision
The proposed contract is to undertake the planned renewal of 40 kitchens
and 40 bathrooms under Phase 20 of the programme. A number of
kitchens and bathrooms are in a poor condition and at the end of their
useful life.
This is Phase 20 of a phased programme of kitchen and bathroom
renewals which is aimed at quickly dealing with replacements, enabling
the effective management of smaller work packages and reducing costs
using smaller, more specialist installation companies.

Moving away from the larger type of delivery contracts will enable more
specialist contractors to deliver installations at lower costs.
