That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport:
1. Accepted the tender and approve the award of
contract for the Planned Kitchen and Bathroom
Renewals Phase 22 to PFL Electrical Ltd at a cost of
£354,968.94; and
2. Agreed to the capital release requests of £409k
inclusive of contingencies and fees from the
Kitchens and Bathrooms Renewals workstream
within the Housing Revenue Account Works to Stock
programme 2023/24 budget for the Planned Kitchen
and Bathroom Renewals Phase 22.
Reason for decision The proposed contract is to undertake the planned renewal of 39
kitchens and 40 bathrooms under Phase 22 of the programme,
detailed in Appendix B. A number of kitchens and bathrooms are
in a poor condition and at the end of their useful life.
This is Phase 22 of a phased programme of kitchen and
bathroom renewals that is aimed at quickly dealin g with
replacements, enabling the effective management of smaller
work packages and reducing costs using smaller, more specialist
installation companies.

These sites for work are located at various addresses in the
Borough as detailed in Appendix B of the associated report.
Alternative options
considered and
rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
