Executive Decision Notice – 10 February 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision AWARD OF PRE -CONSTRUCTION AND PROFESSIONAL SERVICES CONTRACTS WITH CAPITAL RELEASE FOR EXPANSION OF MEADOW HIGH SCHOOL Reference No. 693 Date of decision Friday 10 February 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Colham & Cowley and Harefield Village Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport. APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1) Agreed to the Direct Award of a Pre -Construction Services Agreement (PCSA) with ISG Limited for design (RIBA Stage 4 and part progression to RIBA Stage 5), early works orders and engagement for design input, and procurement of services, to achieve an ove rall fixed price to enter into a JCT Design & Build Contract for the expansion and refurbishment of the former boarding block at Harefield Academy (Northwood Way) for the use as a satellite school to be managed by Meadow High School (Royal Lane), as part of the overall expansion of Meadow High School. The PCSA only total cost is £815,974; 2) Agreed to the capital release request of £1,168,900 from the Schools SRP Programme budget for the Executive Decision Notice – 10 February 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk services and works outlined in the above resolution; and, 3) Noted that officers are continuing discussions with the DFE on capital funding for the Safety Valve Agreement. Reason for decision Approval of the appointment ensures the inc reasing need for Special School places for pupils with Moderate Learning Difficulties and Autism (MLD and ASD) can be provided within the Borough. This was one of the Devolved School Grant (DSG) Deficit Recovery Plan projects outlined to Cabinet in April 2022. Alternative options considered and rejected Not progressing with this proposed scheme w ould have increased the use of expensive independent Special School places. A single stage tender process was also considered; however, the current market has no appetite for single stage and to reduce the risk of no replies, a two- stage process was undertaken. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency is because this project is part of the SEND provision for places required in September 2024. In order to achieve delivery for this date it is necessary to request special urgency. T his is an extremely tight programme and urgent decision are required for this programme in order that the delivery dates can be achieved. Late delivery will mean that SEN pupils will not have places available for the start of term. It would also have an impact on the Safety Valve Agreement. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
