Executive Decision Notice – 21 March 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision AWARD OF PRE-CONSTRUCTION AND PROFESSIONAL SERVICES CONTRACTS WITH CAPITAL RELEASE FOR EXPANSION OF MEADOW HIGH SCHOOL Reference No. 750 Date of decision Tuesday 21 March 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Colham and Cowley, and Harefield Village Decision made Cabinet Members making the decision The Leader of the Council, in conjunction with the Cabinet Member for Property, Highways and Transport and Cabinet Member for Finance APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance: 1. Agreed to the Direct Award of a Pre -Construction Services Agreement (PCSA) with ISG Limited for design (RIBA Stage 4 and part progression to RIBA Stage 5), early works orders and engagement for design input, procurement of services, and temporary classroom units , to achieve an overall fixed price to enter into a JCT Design & Build Contract for the construction of a two storey extension at Meadow High School (Royal Lane) as part of the overall expansion of Meadow High School. The PCSA only total cost is £2,512,779. 2. Agreed to the further appointment of Chadwick Dryer Clarke Ltd of £141,766 for RIBA Stage 4 consultancy and fees for the provision of architectural services, technical advisory role, planning consultancy, for Meadow High School (Royal Lane). Agreed to the further appointment of Pellings Ltd of £115,710 for multi -disciplinary services. This includes variation of fee from a change to 2 Stage procurement tender process to secure a contractor, for Meadow High School (Royal Lane). 4. Agreed to the capital release request of £3,739,497 from the Schools SRP Programme budget for the services and works outlined in the above recommendation. 5. Noted that officers are continuing discussions with the DFE on capital funding for the Safety Valve Agreement Reason for decision Approval of the appointment will ensure the increasing need for Special School places for pupils with Moderate Learning Difficulties and Autism (MLD and ASD) can be provided within the Borough. This is one of the Devolved School Grant (DSG) Deficit Recovery Plan projects outlined to Cabinet in April 2022. Alternative options considered and rejected Not progressing with this proposed scheme will increase the use of expensive independent Special School places. A single stage tender process was also considered; however, the current market has no appetite for single stage and to reduce the risk of no replies, a two-stage process has been undertaken. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. Executive Decision Notice – 21 March 2023 Page 3 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The reason for urgency is to prevent a delay in provision of vital SEND school places, so places are available at the start of school term.. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
