Executive Decision Notice – 18 October 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision MEADOW HIGH SCHOOL EXPANSION (TWO SITES) PROJECT – MEADOW HIGH SCHOOL (ROYAL LANE, UXBRIDGE) RE -PROVISION DELEGATED AWARD OF DESIGN AND BUILD CONTRACT WITH CAPITAL RELEASE Reference No. 933 Date of decision Wednesday 18 October 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Colham and Cowley Decision made Cabinet Members making the decision The Cabinet Member for Property, Highways and Transport (and as Deputy Leader on behalf of the Leader of the Council) in conjunction with the Cabinet Member for Finance. APPROVED That the Cabinet Member for Property, Highways and Transport (and, as Deputy Leader, on behalf of the Leader of the Council) in conjunction with the Cabinet Member for Finance: 1. A pproved the award of a JCT Design & Build Contract to ISG Construction Limited for £9,987,221 for the construction of a two-storey block and associated works at Meadow High School (Royal Lane, Uxbridge) that is part of the overall expansion of Meadow High School (two site) Project that includes Construction Services (RIBA Stages 5-6). 2. Agreed that next early work orders subject to letting would be moved down from the main contract and funded from the P re-Contract Services Agreement (PCSA). These are the Stage 5 Design, structural steelwork design and initial fabrication, enabling works for groundworks, enabling and design works for Executive Decision Notice – 18 October 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk mechanical and electrical, lift and pre -cast stairs, and preliminaries for the post PCSA / pre-mobilisation period. 3. Approved the further appointment of Pellings LLP for £124,000 on the London Borough of Hillingdon Framework – Lot 1 to provide multi -disciplinary services for RIBA Stages 5 & 6 through the PCSA two- stage tender process. 4. Agreed to the Capital Release of £11,315,651 from the Schools SRP Programme budget for the services and works outlined in the above recommendations. 5. Noted that officers are continuing discussions with the Department for Education (DfE) on capital funding for the Safety Valve Agreement. Reason for decision Approval of the appointment will ensure the increasing need for Special School places for pupils with Moderate Learning Difficulties and Autism (MLD and ASD) can be provided within the Borough. This is one of the Devolved School Grant (DSG) Deficit Recovery Plan projects outlined to Cabinet in April 2022. Alternative options considered and rejected Not progressing with this proposed scheme will increase the use of expensive independent Special School places. This decision was taken under special urgency procedures and deemed urgent by the Deputy Leader of the Council. The reason for urgency is due to the tight timescales to deliver the SEND project. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
