Special Urgency Decision Notice – 12 April 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision MEADOW HIGH SCHOOL EXPANSION (TWO SITES) PROJECT – MEADOW HIGH SCHOOL (NORTHWOOD ROAD, HAREFIELD) RE -PROVISION DELEGATED AWARD OF DESIGN AND BUILD CONTRACT WITH CAPITAL RELEASE Reference No. 1100 Date of decision Friday 12 April 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Property, Highways and Transport Select Committee Relevant Ward Colham & Cowley, Harefield Village Decision made Cabinet Members making the decision The Leader of the Council in conjunction with the Cabinet Member for Children, Families and Education, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Children, Families & Education, and on behalf of the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance: 1. Approved the award of a JCT Design & Build Contract to ISG Construction Limited for £15,421,285 for the demolition of the former boarding block and construction of a two- storey new academic building and associated works at Meadow High School (Northwood Road, Haref ield) that is part of the overall expansion of Meadow High School (two site) Project that includes Construction Services (RIBA Stages 5-6). 2. Agreed that next early work orders, subject to letting, will be moved from the main contract to the Pre-Construction Services Agreement (PCSA) as a contract variation funded from the main contract totalling £219,667. The early work orders consist of Special Urgency Decision Notice – 12 April 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Stage 5 Design, demolition (Section 80 application), ground works (service diversions), preliminaries (end-March to mid-May). These orders are required to meet the programme. 3. Approved the further appointment of Pellings LLP on the London Borough of Hillingdon Framework – Lot 1 for £963,487 to provide additional multi - disciplinary and technical advisory services, including approved Building Control Inspector (JM Partnership), for the extended RIBA Stages 5 & 6. 4. Approved proceeding with ISG as the contractor for the installation of two temporary modular classrooms for the academic year 2024- 2025 that are to be placed at Meadow High School (Royal Lane, Uxbridge), noting that C abinet Member approval for the procurement and installation of the modular units was received in October 2023 for the officers’ estimate of £280,000. 5. Agreed to a total Capital Release of £17,124,778 as outlined in Appendix A, including a proposed £9,263,000 release from the 2023/24 General Capital Contingency Fund, which will be ratified through Cabinet. 6. Noted that officers are continuing discussions with the Department for Education (DfE) on capital funding for the Safety Valve Agreement. Reason for decision This report progresses the demolition of the former boarding block and construction of a new 2-storey academic building at the Harefield School S ite. This is for the expansion of the Meadow High School with a new facility at the Harefield School site. Approval of the appointment will ensure that new facilities, and thereby school places, are provided for the increasing need for Special School places for pupils with Moderate Learning Difficulties (MLD) and Autism (ASD) and can be provided within the Borough. This supports the delivery of the Safety Valve agreement with the Department for Education to reduce the deficit in the Schools Budget. Alternative options considered and rejected Not progressing with this proposed scheme will increase the use of expensive out of Borough and/or independent Special School places. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by The Leader of the Council in conjunction with the Cabinet Member for Children, Families and Education and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport The reasons for urgency are to be able to commence building works on the Harefield site in the 3rd week of April. This is so that the Meadow High School expansion project can be completed and provide SEND school places for the start of the relevant academic year. Any delays to the start will have an impact on the completion date and school places available. This will help ensure SEND provision can be provided in-Borough at the relevant time and mitigate need for more expensive out of Borough or independent provision. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chair of the Property, Highways and Transport Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
