Special Urgency Decision Notice – 7 February 2025 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision MEADOW HIGH SCHOOL EXPANSION (TWO SITES) PROJECT (sites located at Royal Lane, Uxbridge and Northwood Road, Harefield) Reference No. 1328 Date of decision Friday 7 February 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward Colham & Cowley and Harefield Village Decision made Cabinet Members making the decision The Leader of the Council , in conjunction with the Cabinet Member for Corporate Services & Property, the Cabinet Member for Children, Families & Education, and on behalf of the Cabinet Member for Finance & Transformation APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Corporate Services & Property, the Cabinet Member for Children, Families & Education and on behalf of the Cabinet Member for Finance & Transformation: Meadow High School Expansion at Royal Lane: 1. Noted that the contractor ISG Construction Limited, are in administration and subsequent termination of the contract. 2. Approved the recommendation to c lient-manage the remaining works at the Meadow -Royal Lane site to completion as set out in paragraph entitled Staffing and Resource and Table 6. 3. Noted the chosen procurement approach and agreed to the 100% price award criteria in procuring the remaining packages of work in Table 7 relating to the Royal Lane site as set out under the heading Requirements Meadow-Royal Lane Site paragraph 1 Special Urgency Decision Notice – 7 February 2025 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk and Table 7, and Procurement Comments paragraph 1. 4. Approved the allocation of £600k from the project budget for the procurement of a construction management team for the delivery of the remaining works at the Meadow -Royal Lane site to completion and seek agreement to directly appoint the management team as set out under the heading Requirements Meadow-Royal Lane Site paragraph 3 and paragraph entitled Staffing and Requirements. 5. Approved the single tender action to appoint the contractors listed in Table 2 for the sum of £107,742 to instruct the essential protection and weathertight interim and associated works and mitigate any losses to the Council’s asset at Meadow -Royal Lane as set out under the heading Requirements Meadow- Royal Lane Site paragraph 2. 6. Approved the Council entering into a hire agreement with Portakabin Limited via a Single Tender Action for £ 484,385 for the eight temporary modular classrooms units located at Meadow High School for the Meadow High School Expansion (2 site) Project , as set out under the heading Requirements Meadow- Royal Lane Site sub heading Further details on the appointments paragraph 1. 7. Approved the extension of Pelling's LLP multi - disciplinary services appointed via the London Borough of Hillingdon’s own Consultants Framework – Lot 1, to provide multi-disciplinary services through to practical completion for the sum of £97,386 as set out under the heading Requirements Meadow -Royal Lane Site paragraph 4. Meadow High School Expansion at Northwood Road: 8. Approved the payment to Utility Line Limited for £117,527 for the installation of the SSE Substation at Meadow-Northwood Road site , as set out under the heading Requirements sub heading Further details on the appointments paragraph 2. Meadow High School Expansion: 9. Noted the reallocation of the unused £ 18,702,000 Capital Release to fund the various subcontractors Special Urgency Decision Notice – 7 February 2025 Page 3 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk and associated costs in Table 1 and 7 (Meadow-Royal Lane) and Table 3 (Meadow -Northwood Road) to allow the continuation of the Meadow High School Expansion (2 site) Project (Meadow -Royal Lane and Meadow-Northwood Road), as set out in the Financial Implications. 10. Delegated all future decisions to procure and spend monies on the remaining works and services needed to complete the construction of the Meadow High School Expansion (2 site) Project (Meadow -Royal Lane and Meadow-Northwood Road) to the Corporate Director of Place, in consultation with the Corporate Director of Finance, Cabinet Member for Corporate Services & Property and Cabinet Member for Finance and Transformation. Reason for decision Approval of the appointments will ensure the increasing need for Special School places for pupils with Moderate Learning Difficulties and Autism (MLD and ASD) can be provided within the Borough. This is one of the projects in the Dedicated School Grant (DSG) Deficit Recovery Plan. The Council is now required to make a number of contractual decisions since the original contractor has gone into administration. Approval of the appointment of the contractors, consultants and other suppliers as set out in the recommendations and within the confidential report will allow the Council to protect the structures and assets and complete the Meadow-Royal Lane Project. This initiative will also help reduce the Council’s reliance on expensive independent Special School places, thereby saving revenue expenditure for the Borough. Alternative options considered and rejected Not progressing with the works to protect the structures and assets from the weather and in creating a controlled environment will result in damage to the fabric to the new teaching block and to the interface to the existing school building at the link cor ridor and to the sixth form building where water ingress would affect the functionality of the school. Not completing the much- needed additional SEND capacity provided by the Meadow High School scheme, at Meadow - Royal Lane for the start of the September 2025 school year and at Meadow-Northwood Road for the start of the September 2026 school year, will incre ase the use of expensive independent Special School places. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is because this is a SEND schools project that is delayed due to the administration of the contractor in September 2024. The Council has been proactive in seeking a solution since and this decision will recover lost time and critically deliver the required school places at the relevant sites and for the relevant term-times. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
