Special Urgency Decision Notice – 12 April 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE REPORT (April 2024) DIRECTORATE: Education & SEND SERVICE AREA / PROGRAMME: School Place Planning – Wood End Park Academy RELEASE NO: 3 Reference No. 1099 Date of decision Friday 12 April 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Property, Highways and Transport Select Committee Relevant Ward N/A Decision made Cabinet Members making the decision The Leader of the Council in conjunction with the Cabinet Member for Children, Families and Education and on behalf of the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Finance, the Cabinet Member for Property, Highways and Transport and Cabinet Member for Children, Families and Education: 1. Note the cost increase to the Wood End SEND project by £324k from £1,811k to £2,134k; and, 2. Agree to the capital release request of £324k to meet the increased cost for the provision of 24 new ASD places at Wood End Park Academy. The release is being proposed from the General Capital Contingency Fund, which will be ratified through Cabinet (Appendix A). Reason for decision This decision agreed additional funds to finish the new 24 place Autism Spectrum Disorder (ASD) unit at t he Wood End Park Academy where the project has been delayed. The project is being managed by The Park Federation Academy Trust. Special Urgency Decision Notice – 12 April 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The funding release will cover the increase in the cost of the project, particularly the m echanical and electrical services aspect of the build. This supports the delivery of the Safety Valve agreement with the Department for Education to reduce the deficit in the Schools Budget. Alternative options considered and rejected Not progressing with this proposed scheme will increase the use of expensive out of Borough and/or independent Special School places. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by The Leader of the Council in conjunction with the Cabinet Member for Children, Families and Education and on behalf of the Cabinet Member for Property, Highways and Transport and the Cabinet Member for Finance The reasons for urgency are to provide the necessary funds to undertake the building works to provide the essential ASD / SEND places required and a tight construction programme to deliver this by the Wood End Park Academy. This will help ensure SEND provi sion can be provided in- Borough at the relevant time and mitigate need for more expensive out of Borough or independent provision. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
