Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. Cabinet Member Report – 16 February 2022 Page 2 Part 1 - Public Reasons for recommendations The recommendations reflect the majority of responses received to the consultation with residents and the views of the local Ward Councillors. Alternative options considered / risk management The consultation with residents offered either the option of being included in a proposed Parking Management Scheme or for no changes to be made to the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall a petition was submitted by residents of Hornbill Close, Cowley asking the Council to consider the introduction of a Parking Management Scheme to prevent non-residential parking. Following consideration of this petition, this request was added to the Council’s Parking Scheme Programme for further investigation and informal consultation with residents. 2. Attached, as Appendix A, is a plan indicating the extent of the Hornbill Close. To establish if the majority of residents would support the introduction of parking controls, residents were delivered a letter and questionnaire to ask if they would like their road to be included in a possible Parking Management Scheme. 3. Responses received to the consultation are tabulated in Appendix B. There was a total of 18 responses received from 45 consultation delivered, representing a return of 40%. 4. Responses received to the consultation indicate that the majority of those residents who took the opportunity to reply would support the option of being included within a Parking Management Scheme. It is therefore recommended that residents are formally consulted on a detailed design for a possible scheme. 5. The summary of the responses received have been shared with the local Ward Councillors who have indicated that they are happy to support the majority view indicated by the residents who responded to this consultation. 6. As part of the consultation residents were given the choice of three diff erent scheme operating times. The preferences indicated are shown on the lower section of the table attached as Appendix B. The majority of responses show a preference for the operating times of 'Monday to Friday 8am to 6pm'. It is therefore suggested that a new parking scheme zone is proposed with these times of operation. 7. In summary, the residents of Hornbill Close who have petitioned the Council for parking restrictions have been informally consulted. As the majority of residents have indicated Cabinet Member Report – 16 February 2022 Page 3 Part 1 - Public support it is recommended these residents now be formally consulted on a detailed design for a proposed Parking Management Scheme. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To design and consult on parking measures requested by residents following consultation. Consultation carried out or required Residents of Hornbill Close were informally consulted to see if they would like to consider being included in a proposed Parking Management Scheme. If the recommendations to this report are approved formal consultation will be required to progress proposals for a scheme further. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above Legal The Council has conducted informal consultation in relation to the potential introduction of a Parking Management Scheme. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996. Should there be a decision that further measures are to be considered then the relevant statutory provisions will have to be identified and considered at that time.
