Executive Summary This report seeks approval for officers to prepare a detailed scheme design to share with residents during a 21-day statutory consultation. The proposal is to include Bedford Road between Stafford Road and Trevor Crescent in the existing Ruislip Gardens Parking Management Scheme Zone RG, with the operational times of ‘9am to 5pm everyday’. Residents of Bedford Road petitioned for an extension of the Ruislip Gardens Parking Management Scheme due to ongoing parking pressures from commuters, displaced parking from nearby roads, and households with multiple vehicles. An informal consultation rec eived 28 responses from 56 households (50% response rate), with 19 residents supporting the proposal and 9 opposing it. Following consideration of the consultation results, local Ward Councillors believe there is sufficient support to proceed and it is recommended that a 21 -day statutory consultation on a detailed scheme design be undertaken. The estimated cost of undertaking the next stage of consultation is £2,000, which can be accommodated within existing Transportation Service budgets. There are no legal impediments to progressing statutory consultation, and the proposals support the Counci l's objective of maintaining safe and strong communities by improving parking management, accessibility and road safety for residents. Executive Decision Report Cabinet Member 26 October 2026 Classification: Part 1 Public Page 2 A recognised risk is that some parking may transfer to surrounding streets following implementation. Should this occur, affected residents would have the opportunity to petition the Council for consideration of additional parking controls in their roads. F ormal consultation is expected to take place within the Council's next programme of traffic management proposals. 2. Recommendations That: 1) The Cabinet Member for Residents Services notes the results of the informal consultation for a possible extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ in Bedford Road; and 2) Following discussions with local Ward Councillors and the Cabinet Member, asks that officers prepare a detailed scheme design for a proposed extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ and organise for formal consultation to take place with residents at the earliest opportunity. 3. Reasons for decision The recommendation reflects the majority of responses received to the consultation with residents and following discussions with the local Ward Councillors. 4. Proposal 1. A petition was submitted to the Council signed by some of the residents of Bedford Road, Ruislip requesting: “Hillingdon Council to extend the Ruislip Gardens Parking Management Scheme Zone RG from numbers 84- 128 and 79- 133 Bedford Road, Ruislip Gardens and up to the junction with Stafford Road, Ruislip Gardens.” The petition further advised that "residents from this part of the road are struggling with parking due to houses with multiple vehicles parking in this stretch of our road, vehicles from Trevor Crescent on this stretch of our road (they currently have the parking scheme but either don’t want to pay, or have multiple vehicles), and commuters from Ruislip Gardens Underground Station parking during the day”. 2. The Cabinet Member may recall that officers have previously consulted with residents of Bedford Road between Stafford Road and Trevor Crescent on a possible extension to the Ruislip Garden Parking Management Scheme. This was following a petition to the Council where similar issues were raised concerned with commuter and visitor parking. Following Executive Decision Report Cabinet Member 26 October 2026 Classification: Part 1 Public Page 3 discussions with local Ward Councillors, they are minded to support the request. Although support was shown for a scheme during the informal consultation, the responses received during the 21-day statutory consultation indicated that residents were less enthusiastic, and the decision was therefore made to defer the scheme at the time. 3. It is clear that residents are still experiencing problems with parking, particularly between Stafford Road and Trevor Crescent, and due to the level of support shown for the request it was agreed with the lead petitioner that the petition could be dealt with via Intelligent Intervention. Officers therefore added the request to the Council’s extensive parking scheme programme to conduct informal consultation at the earliest opportunity. 4. Officers prepared informal consultation documents including a letter, questionnaire, plan of the area being informally consulted and a reply -paid envelope, asking whether residents would like their road to be a part of the ‘Zone RG’ parking scheme or remain unchanged at the present time. These were posted to residents in an area agreed in liaison with local Ward Councillor, who had 4 weeks to return the questionnaire. A plan of the consultation area can be seen attached to this report as Appendix A. 5. During this time, out of 56 informal consultation packs posted, 28 responses were received. This represents a response rate of 50%. Of these, 19 households indicated they were in support of a scheme, and 9 indicated they would prefer no changes to the curr ent parking arrangements. 6. Residents also had the opportunity to express any comments they may have at this stage on the questionnaire. Those who supported a possible extension to the scheme advised that parking has been an issue in Bedford Road for many years now, due to reasons such as commuters, residents from roads such as Trevor Crescent using the road to park to avoid paying for a permit, and also households allegedly parking up to six cars in the road. 7. Residents who did not support an extension to the scheme to include their road advised that introducing permits would be too costly for residents, especially for those who regularly rely on family and friends for support. 8. The results were shared with local Ward Councillors who have advised that there is a sufficient mandate to proceed with a 21-day statutory consultation on a detailed scheme design. 9. In conclusion, following an informal consultation with residents in part of Bedford Road, Ruislip on a possible extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ and discussions with local Ward Councillors, it is recommended that officers conduct a 21-day statutory consultation with residents on a detailed scheme design. Corporate implications Financial (mandatory) Y Equalities impact assessment Legal (mandatory) Y Workforce Alternative options (mandatory) Y Public Health Risk management (mandatory) Y External partners Asset Communications Procurement Committee comments Planning Digital Climate Change Other a) Financial The estimated cost associated with the recommendations to this report, which is to proceed to formal consultation on proposals, is estimated to be £2,000 which will be managed within existing revenue budgets for the Transportation Service. As is usual practice, the required notice of intent will be combined with other Parking Management Schemes which are at the same stage and will be subject to the Council’s Spend Control Panel approval processes. Following formal consultation, a further Cabinet Member report will be required to consider the responses that are received. At this next stage a funding source will need to be identified to implement or further amend the proposals. b) Legal The Council’s power to extend the Ruislip Gardens Parking Management Scheme ‘Zone RG’ to include Bedford Road, Ruislip is set out in the Road Traffic Regulation Act 1984. The formal consultation and order -making statutory procedures to be followed before making use of the power are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Any consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. If the decision is taken after formal consultation to make the order extending the Parking Management Scheme, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, whi ch must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient Executive Decision Report Cabinet Member 26 October 2026 Classification: Part 1 Public Page 5 and safe movement of vehicular and other traffic (including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Pursuant to established public law principles on consultation, the decision maker, when coming to a decision regarding the progress of the proposal for an extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ to include Bedford Road, Ruislip must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. The Council must also be continuously mindful of its public sector equality duty under section 149 of the Equality Act 2010. c) Alternative options Alternative Options Rationale for rejecting option Option A – Make no changes to the current parking arrangements The petition which was signed by residents of Bedford Road showed how residents were supportive of possible parking restrictions. The results of the informal consultation further showed the support for the section of Bedford Road being included in the nearby Ruislip Gardens Parking Management Scheme, due to the problems residents are experiencing with non -residenital parking all day. If the recommendations to this report are approved, then residen ts will be sent a detailed plan of the proposals and have a further opportunity to object to the proposals; all of the comments will be considered by the Cabinet Member and local Ward Councillors. Executive Decision Report Cabinet Member 26 October 2026 Classification: Part 1 Public Page 6 d) Risk management Risk Mitigation Possible displacement of parking in surrounding roads The non -residential parking could potentially displace into nearby roads where there are currently no restrictions during the operational times of the scheme. It should be noted that Bromley Crescent are also in the consultation process for a residents permit parking scheme following a petition to the Council. If residents in surrounding roads feel their road would benefit from a parking scheme they are encouraged to petition the Council. The parking zones can be extended with support from residents and local Ward Councillors. Objections from residents in surrounding roads Objections can be submitted by anyone during the 21-day statutory consultation. Letters and a plan of the proposals are posted to residents in the area which would be included in a proposed extension, however there are also public notices on site as well a s adverts in the local newspaper detailing the proposals and where to find a copy of the plans. If objections are received, officers will need to prepare a report for the Cabinet Member to consider , which will delay implementation if supported, but will detail how each comment has been considered to reach the decision. 6. Delivering the Cabinet’s Priorities 2026-2030 The Council’s ambition is to make Hillingdon an even better place to live, work and invest. This report support the delivery of the following Cabinet Priorities: 1 Being easy to deal with N 2 Being brilliant at the basics N 3 Putting our residents first Y The proposed Parking Management Scheme in Bedford Road will prevent non-residential parking. Consultation & engagement Informal consultation was carried out in an area agreed in liaison with local Ward Councillors. If the recommendations to this report are approved, then officers will prepare a detailed scheme design and conduct a 21-day statutory consultation. 8.
