Executive Summary Following a petition from residents of Bromley Crescent regarding difficulties caused by non- residential parking, the Council undertook an informal consultation on extending the existing Ruislip Gardens Parking Management Scheme (Zone RG) to the road. Initial consultation results indicated resident support for a parking scheme, with requests for consideration of alternative operational hours. A second informal consultation was therefore carried out to determine residents' preferred days and times of operation. The results demonstrated a clear preference for the scheme to operate in line with the existing Zone RG restrictions of ‘9am to 5pm, every day ’, with residents expressing concern that reduced hours could continue to attract non- residential parking. Local Ward Councillors support progressing the proposal, and it is therefore recommended that a detailed scheme design be taken forward to a 21-day statutory consultation. 2. Recommendations That the Cabinet Member for Residents Services: 1. Notes the results of the informal consultation on possible operational times for a potential extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ in Bromley Crescent; and Executive Decision Report Cabinet Member 19 October 2026 Classification: Part 1 Public Page 2 2. Following discussions with local Ward Councillors and the Cabinet Member, asks that officers conduct a 21- day statutory consultation on a detailed scheme design for a proposed extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ in Bromley Crescent with the operational times of ‘9am to 5pm everyday’. 3. Reasons for decision The recommendation reflects the majority of responses received to the consultation with residents and following discussions with the local Ward Councillors. 4. Proposal 1. The Cabinet Member will recall that an informal consultation recently took place with residents of Bromley Crescent, Ruislip asking residents if they would support an extension to the nearby Ruislip Gardens Parking Management Scheme ‘Zone RG’. This was following a petition to the Council which explained how residents have been experiencing problems with non-residential parking and that a parking scheme would help alleviate some of the issues. 2. During this informal consultation, out of 50 consultation packs delivered to residents, 20 responses were received, 12 of which indicated support for a scheme. The results were shared with local Ward Councillors who supported progressing to the next stage of formal consultation. Residents also had the opportunity to write comments on their questionnaire for consideration, all of which were shared with local Ward Councillors. Some of the comments requested reduced operational times to help alleviate all -day non-residential parking. Ward Councillors therefore asked officers to first carry out a further informal consultation to seek the views of residents on what operational times would be preferred. 3. Officers prepared a letter and questionnaire which was sent to residents of Bromley Crescent, as seen in the plan attached to this report as Appendix A. The questionnaire included three options for possible days that the scheme would operate, and also thre e options for times. As the Cabinet Member will be aware, the current Ruislip Gardens Parking Management Scheme ‘Zone RG’ operates ‘9am to 5pm Everyday’. 4. The results of this second informal consultation can be seen in the table attached to this report as Appendix B. It is clear that there is a consensus among residents who took the opportunity to respond, that mirroring the operational times of the existing ‘Zone RG’ scheme in surrounding roads, ‘9am to 5pm Everyday’ would be most beneficial for residents of Bromley Crescent. 5. It was noted that residents felt if the scheme hours were shorter than the surrounding roads, then non-residents would have more opportunity to park their vehicles in Bromley Crescent and therefore still cause issues for residents who currently find it difficult to park. Executive Decision Report Cabinet Member 19 October 2026 Classification: Part 1 Public Page 3 6. The results of the informal consultation and all comments made on the questionnaire have been shared with local Ward Councillors who are supportive of officers designing a detailed scheme proposal to progress to a 21- day statutory consultation, with the operational times of ‘9am to 5pm Everyday’. 7. In conclusion, following an informal consultation on possible operational times for a possible extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ in Bromley Crescent ‘Zone RG’, it is recommended that officers organise for 21- day statutory consultation on a detailed scheme design with the operational times of ‘9am to 5pm Everyday’. 5. Corporate implications Financial (mandatory) Y Equalities impact assessment Legal (mandatory) Y Workforce Alternative options (mandatory) Y Public Health Risk management (mandatory) Y External partners Heathrow Expansion Communications Asset Committee comments Procurement Digital Planning Other Climate Change Other a) Financial The estimated cost associated with the recommendations to this report, which is to proceed to formal consultation on proposals, is estimated to be £2,000 which will be managed within existing revenue budgets for the Transportation Service. As is usual practice, the required notice of intent will be combined with other Parking Management Schemes which are at the same stage and will be subject to the Council’s Spend Control Panel approval processes. Following formal consultation, a further Cabinet Member report will be required to consider the responses that are received. At this next stage a funding source will need to be identified to implement or further amend the proposals. b) Legal The Council’s power to extend the Ruislip Gardens Parking Management Scheme ‘Zone RG’ to include Bromley Crescent, Ruislip is set out in the Road Traffic Regulation Act 1984. The formal Executive Decision Report Cabinet Member 19 October 2026 Classification: Part 1 Public Page 4 consultation and order -making statutory procedures to be followed before making use of the power are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Any consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. If the decision is taken after formal consultation to make the order introducing the Parking Management Scheme, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, w hich must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pe destrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Pursuant to established public law principles on consultation, the decision maker, when coming to a decision regarding the progress of the proposal for an extension to the Ruislip Gardens Parking Management Scheme ‘Zone RG’ to include Bromley Crescent, Ruislip must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. In this report, it is highlighted that consultation responses have helped to inform the consultation approach and the proposed operational hours. The Council must also be continuously mindful of its public sector equality duty under section 149 of the Equality Act 2010. Executive Decision Report Cabinet Member 19 October 2026 Classification: Part 1 Public Page 5 c) Alternative options Alternative Options Rationale for rejecting option Option A – Make no changes to the current parking arrangements The petition which was signed by residents of Bromley Crescent showed how residents were supportive of possible parking restrictions. The results of the informal consultation further showed the support for the road being included in the nearby Ruislip Gardens Parking Management Scheme, due to the problems residents are experiencing with non-residential parking all day, with the operational times of ‘Everyday 9am to 5pm’. If the recommendations to this report are approved, then residen ts will be sent a detailed plan of the proposals and have a further opportunity to object to the proposals; all of the comments will be considered by the Cabinet Member and local Ward Councillors. d) Risk management Risk Mitigation Possible displacement of parking in surrounding roads The non -residential parking could potentially displace into nearby roads where there are currently no restrictions during the operational times of the scheme. It should be noted that Bedford Road is also in the consultation process for a residents permit parking scheme following a petition to the Council. If residents in surrounding roads feel their road would benefit from a parking scheme they are encouraged to petition the Council. The parking zones can be extended with support from residents and local Ward Councillors. Objections from residents in surrounding roads Objections can be submitted by anyone during the 21-day statutory consultation. Letters and a plan of the proposals are posted to residents in the area which would be included in a proposed extension, however there are also public notices on site as well a s adverts in the local newspaper detailing the proposals and where to find a copy of the plans. If objections are received, officers will need to prepare Executive Decision Report Cabinet Member 19 October 2026 Classification: Part 1 Public Page 6 a report for the Cabinet Member to consider , which will delay implementation if supported, but will detail how each comment has been considered to reach the decision. 6. Delivering the Cabinet’s Priorities 2026-2030 The Council’s ambition is to make Hillingdon an even better place to live, work and invest. This report support the delivery of the following Cabinet Priorities: 1 Being easy to deal with 2 Being brilliant at the basics 3 Putting our residents first Y The proposed Parking Management Scheme in Bromley Crescent will prevent non-residential parking. The proposed double yellow lines will promote road safety and ensure clear access is maintained at all times. Introducing a parking scheme will prevent commuters who utilise the road for free parking when using the Underground Station and encourage more use of public transport and nearby car parks. 4 Delivering Hillingdon homes for Hillingdon people 5 Supporting future generations 6 Being open for business 7. Consultation & engagement Informal consultation was carried out in an area agreed in liaison with local Ward Councillors. If the recommendations to this report are approved, then officers will prepare a detailed scheme design and organise for a 21- day statutory consultation to take place with residents of Bromley Crescent with the operational times of ‘9am to 5pm Everyday’. 8. Timetable for implementation Upon the recommendations of this report being approved subject to call-in, officers will prepare a detailed scheme design and organise a date for the 21- day statutory consultation to take place. This includes a Notice of Intent which will be combined with other parking scheme, which are published around every 2 to 4 months.
