OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision Extension of existing arrangements for supported
accommodation provision
Reference No. 2026/1825
Date of decision Thursday 22 October 2026
Call-in expiry date Thursday 29 October 2026
Relevant Select
Committee
Children, Families, Health & Care Select Committee
Relevant Wards All Wards
Decision made
Cabinet Members making
the decision
Councillor Susan O ’Brien, Cabinet Member for Adults,
Children, Health & Care
Councillor Eddie Lavery, Cabinet Member for Finance
Decision Agreed
That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Adults, Children, Health &
Care, approve d the extension of Semi -Independent
Living Services (supported accommodation) to People
Potential Possibilities (P3) for support services for 9
months from 01 October 2026 until 30 June 2027 at the
value of £570,590.55; and at a forecasted cost of
£322,647.39 for the accommodation rents outside the
contract.
Reason for decision The provision of supported accommodation remains a
priority for Children's Services in supporting young people
to transition successfully to independent living. The
proposed arrangements will ensure that sufficient supported
accommodation services capacity is maintained to meet
current demand, whilst supporting the Council's longer-term
supported accommodation commissioning objectives.
Continuing the current arrangements will provide stability
and continuity for cared for children whilst minimising
disruption during the transition to future contractual
arrangements. It will also support market stability, maintain
access to suitable supported accommodation services, and
enable the Council to continue meeting its statutory
responsibilities while promoting positive outcomes for young
people preparing for independence.

Alternative options
considered and rejected
Option A – discontinue services. This option has been
rejected as should the supported accommodation service be
discontinued, the Council will be required to rehouse and
support 33 young people through spot purchasing,
effectively significantly increasing costs.
Option B - Do nothing. This option has been rejected as it
would result in the expiry of the current contractual
arrangements before the recommissioning exercise is
completed and the new contracts are mobilised. This would
create a significant risk to service continuity and could leave
the Council without appropriate contractual arrangements
for the delivery of supported accommodation services.
Classification Part II – Members Only and Not for Publication

1 of Schedule 12a of the Local Government Act 1972 due to
