Putting our Residents First This report supports the Council objective of Our People. The objection to the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost implication in relation to the recommendations set out in this report is £9,000. Relevant Select Committee Public Safety and Transport Select Committee. Relevant Ward Botwell. RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. Notes the comments received during the statutory consultation for the proposed introduction of a Parking Management Scheme and Stop & Shop Parking Scheme in Dawley Parade and Dallega Close, Hayes as shown on Appendix A; and Cabinet Member Report – 11 March 2022 Page 2 (Part 1 Public) 2. Following consideration of the responses received during the formal consultation and after considering the views of the local Ward Councillors, decides to proceed with the introduction of the Parking Management Scheme and Stop & Shop Parking Scheme in Dawley Parade and Dallega Close, Hayes as proposed. Reasons for recommendations The recommendations reflect the views of the majority of residents who responded to the Council's consultation and the views of the local Ward Councillors. Alternative options considered / risk management The Council could have decided to not proceed with the introduction of the Parking Management Scheme with Dawley Parade, Hayes. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. As the Cabinet Member will be aware, the Council has previously received two petitions in the past that were submitted by the residents of Dawley Parade, Hayes asking for the introduction of a Parking Management Scheme to prevent non-residential parking. Following consideration of these petitions, the requests were added to the Council’s Parking Scheme Programme for further investigation and consultation. 2. Following the above, informal consultation was carried with the residents of Dawley Parade and Dallega Close to see if residents and businesses would support the introduction of a Parking Management Scheme outside the residential properties and a so-called ‘Stop & Shop’ Parking Scheme outside the businesses. The majority of residents who responded to the informal consultation indicated they would support a scheme, therefore the Ward Councillors felt it was appropriate to progress proposals further within both Dawley Parade and Dallega Close. It was therefore decided by the Cabinet Member that residents and businesses should be formally consulted on a proposed scheme and officers subsequently prepared detailed proposals for consultation within the area shown on Appendix A. 3. Statutory consultation for the proposed introduction of a Parking Management Scheme and Stop & Shop Parking Scheme with was undertaken between 24 November to 15 December 2021. All of the comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report. 4. During the consultation there were three responses received to the proposals. Of these two responses were generally in favour of a scheme and one response was opposed to it. The objection to the proposals was from an employee of one of the businesses within Dawley Parade. They felt the proposed scheme would prevent them from parking close to where they are working during the daytime and did not feel that the proposed scheme would benefit them or the other businesses unless the employees could obtain permits to park within the scheme. In Cabinet Member Report – 11 March 2022 Page 3 (Part 1 Public) response, the proposed scheme has been developed as a direct result of residents reporting difficulties associated with all-day non-residential parking, such as the parking associated with parking for the businesses. These proposals do not form part of an area-wide proposal and only incorporate Dawley Parade and Dallega Close at this stage. 5. As mentioned, there were two other responses generally in favour of the proposed scheme. One of these responses was from a resident of Dawley Parade who felt that the scheme could be expanded further by incorporating sections of the grass verge that separates Dawley Parade from Dawley Road to create additional parking. In response, it is the Council’s general policy to maintain these areas of green and therefore it cannot be recommended that part of the verge is sacrificed for the benefit of creating additional parking spaces in this instance. 6. It was also suggested that the operating times of the scheme could be extended further into the evenings to prevent excessive amounts of parking associated with businesses along the parade. In response the currently proposed times of operation were supported by residents when they asked for their preferred scheme operating times during the initial informal consultation, therefore at this stage it is recommended to proceed with the proposed operating times. If once the scheme becomes operational it becomes apparent that parking continues to be an issue outside of these times, then the Council could review the operating times again perhaps by way of a future petition from residents and businesses. 7. The other response in favour of the scheme came from a resident of Dallega Close. They have suggested that in addition to the proposed parking controls that a one-way working is introduced with Dawley Parade to facilitate safe and more effective traffic flow. As it is unclear if such a proposal would be supported by the majority of residents, it has been suggested that if residents wish to pursue such proposals this would be best informed by way of a separate petition to the Council. 8. In summary the proposed scheme has been generally well received when the responses to the formal consultation are considered alongside those made during the informal consultation carried out previously. During the informal consultation the residents and businesses were provided with a provisional version of the same proposed scheme design layout that was used during the formal consultation, of those who replied during the informal consultation 15 out of the 20 replies received indicated support for this scheme. 9. The outcome of the formal consultation has been shared with the local Ward Councillors who continue to endorse these current proposals. It is therefore recommended that the Cabinet Member agrees to the introduction of the Parking Management Scheme and Stop & Shop Parking Scheme in Dawley Parade and Dallega Close as proposed at the earliest opportunity. Future amendments such as extended scheme operating times and possible one-way working within Dawley Parade could be considered in the future by way of a petition to the Council should residents wish to pursue such options. Cabinet Member Report – 11 March 2022 Page 4 (Part 1 Public) Financial Implications The 2022/23 Capital Programme approved by Cabinet and Council in February 2022 includes a budget for the Parking Management Scheme capital programme of £120k. The estimated cost for the proposed introduction of the Parking Management Scheme and Stop and Shop Parking Scheme in Dawley Parade and Dallega Close, Hayes is £9k. This could be funded from the Parking Management Scheme capital programme, subject to the capital release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The recommendation will allow the Cabinet Member to make a decision based on the responses received during the statutory consultation and views expressed by the local Ward Councillors. Consultation carried out or required Statutory consultation was carried out between 24 November and 15 December 2021 by the insertion of public notices in a local newspaper, the London Gazette and displ ayed on site. Additionally, the Council wrote to all properties along abutting the section of road where the changes were proposed. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed this report and concurs with the financial implications above, noting that the estimated cost of £9k for the proposed introduction of the Parking Management Scheme and Stop and Shop Parking Scheme in Dawley Parade and Dallega Close, Hayes will be fully funded from the Parking Management Scheme 2022/23 capital programme. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for Dawley Parade and Dallega Close, Hayes is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the de cision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. Cabinet Member Report – 11 March 2022 Page 5 (Part 1 Public) In considering consultation responses, secti on 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic. TITLE OF ANY APPENDICES Appendix A – Overview plan showing the proposed Parking Management Scheme and Stop & Shop Parking Scheme within Dawley Parade & Dallega Close, Hayes Appendix B – Summarised comments received during the formal consultation Approximate Address Comments Officer's response Dawley Parade (Business) I’m writing to formally object to the proposed parking scheme at Dawley Parade. We work at a business along Dawley Parade and all drive to work as it’s in a relatively remote location with no close car parks. We therefore park outside the shop for up to 14 hours. Therefore not being offered a permit, and only max 2 hour stay is not good for any staff working at this location. There’s no place for staff car parking and therefore the bays outside the shops are our only option and removing these would be detrimental to our business, as well as the other businesses in this parade of shops. None of the staff live on or near the bus route that serves this address and no staff live nearby to commute via walking or other modes of transport. I would ask you to please reconsider these proposals, or make changes to help the businesses. Considered within the Cabinet Member report. Dawley Parade (Resident) 1st off I think this area desperately needs parking help . My views are as follows :‐ 1/ I do not think there is nearly enough pay and display parking as every day we have people going to the shops and parking on the pavement in the Parade and in the Close , 2/ This scheme can only work if you have wardens policing this area to stop unlawful parking that is happening from 7am up till gone 11pm when the Take away and other shops close . People “dump “ their cars all over the roads and pavement to use these shops for quick access , but needs stopping by the wardens or better still a camera System to punish this blatant abuse. 3/ There are a lot of untaxed and hopefully non permit holder vehicles in the parade and the Close , hopefully this will cut back on this activity. 4/ I believe that a lot more pay and display parking could be made available within The grass area along the parade that is currently not really used , other than to walking across to the bus stop. Dawley Parade & Dallega Close ‐ Responses to formal consultation for a proposed Parking Management Scheme Approximate Address Comments Officer's response Dawley Parade & Dallega Close ‐ Responses to formal consultation for a proposed Parking Management Scheme Dallega Close I refer to the proposed Parking Scheme. Please note my support for this Scheme. I wish to make two comments for your consideration. I have been resident at the above address since September 1967, and I have witnessed the slow deteriation of a well balanced shopping parade into the current state of affairs on Dawley Parade and the Dallega Close access road. In order to access and egress Dallega Close (private residential area), one has to negotiate the Dallega Close public road and also the Dawley Parade road, to access Dawley Road. This manoeuvre at times is very difficult, due to double parked vehicles on the Double Yellow lines on Dallega Close road, and vehicles accessing and egressing Dawley Parade from the East and West ends. When vehicles are parked in the kerb along the Dawley Parade road, this further restricts the width on this narrow road, making it impossible for vehicles travelling in opposite directions to pass each other. I have witnessed many 'Stand Offs" leading to unsavoury abuse between drivers, because neither will reverse and give way to the other. I am also aware of violence between drivers having taken place. Vehicle drivers blatantly ignore Yellow Lines and park two wheels up on the kerb, causing further restrictions, in order to visit the Dawley Parade shops. 1. I request that consideration be given to a single direction traffic flow on Dawley Parade. I suggest that entry onto Dawley Parade from Dawley Road, be made from the West residential end and egress is from the East shopping end of Dawley Parade back onto Dawley Road. 2. I request that severe policing by Parking Wardens of the Dallega Close (public) road. This road already has Double Yellow Lines, which are ignored with impunity by parking drivers, especially commercial lorry drivers making deliveries to the shops. I have lost count, of number of times that the Dallega Close road sign has been replaced after being demolished by commercial vehicles. This area of kerb line, I'm sure, if the Parking Scheme is adopted, will become a two wheels up, free parking spot for the Dawley Parade shoppers. Considered within the Cabinet Member report.
