Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £482 and will be met from within existing revenue budgets for the Transportation Service. Relevant Select Committee Public Safety and Transport Select Committee Relevant Ward(s) Heathrow Villages RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1) Considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on the junction of Sipson Lane and Vineries Close, Sipson; and, 2) Approves the introduction of the proposed ‘At Any Time’ waiting restrictions on the junction of Sipson Lane and Vineries Close. Cabinet Member Report – 07 March 2022 Page 2 Part 1 - Public Reasons for recommendations To improve access on Sipson Lane and Vineries Close yet still maintaining parking for residents. Alternative options considered / risk management The Council could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Sipson Lane and Vineries Close are residential roads within Heathrow Villages Ward. Vineries Close is a cul -de-sac of 14 properties, Sipson Lane is used as a route between Sipson and Harlington. There is an Indian restaurant , hairdresser and children’s nursery nearby. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident for measures to remove obstructive parking on the junction. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on Sipson Lane close to the junction. These vehicles restricted sight lines for vehicles exiting Vineries Close. 4. As a result of the site observations, a proposal was developed to install double yellow lines on the junction. This would still maintain parking in the rest of the road but improve visibility on the junction. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection and one email of support. 6. The objector stated " I would like to object and seek the real solution first to the parking in area, permit was objected by some due to some residents having multiple cars. I have some deep concerns although in principle I can see why this has been proposed as a resident of Vineries Close I can see the danger of trying to exit the close. However , there are a number of issues. What I believe is the illegal running of airport parking business run just inside of Vineries Close at the zenith compound is causing significant traffic disruption and storing cars down the main road to the M4 spur flyover. Can I ask what action is being taken to correct this? All of the entrance straight into Vineries Close to the second bend is the storage of cars and not residents. Even if the compound is operating legally this is the Cabinet Member Report – 07 March 2022 Page 3 Part 1 - Public main issue of massive congestion in the entire area and beyond with cars being stored in multiple locations. The parking in Vineries Close is already at 100% capac ity causing frustration and anger of the residents. People with cars are already coming in from external areas to park. We need a solution for the existing residents as they are not permitted to park on any verges or hardstanding, Also the Indian takeaway encourages more cars to be parked in Vineries Close as the yellow lines will mean no available parking in the close vicinity as approx. 10 vehicle spaces will be lost with the yellow line proposal. The relative recent traffic calming measures undertaken m ake this main stretch a danger to navigate safely and with the zenith compound parking on the flyover bridge a significant hazard.” 7. The supporter stated “Never a day goes by where I don’t seem to have to struggle to leave the Close I live in due to the volume of vehicles that are constantly parked at the junction of Vineries Close and Sipson Lane. In the last 12 months at least this has become even more of a struggle as we seem to be having people parking there that work at local businesses or possibly visiting people, sometimes leaving their vehicles there for a couple of days at a time...This is becoming a persistent problem and more so and more importantly a safety risk as visibility is really restricted when exiting the close as we are unable to see round the cars and therefore having to move into the road not knowing whether a vehicle/s are coming along Sipson Road. So therefore please accept m y full support for this proposal.” 8. The local Ward Councillors have been consulted and they support the proposal. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the proposed ‘At Any Time’ waiting restrictions in Sipson Lane and Vineries Close in Appendix B to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £482 and will be met from within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of introducing the proposed waiting restrictions on the junction of Sipson Lane and Vineries Close will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Cabinet Member Report – 07 March 2022 Page 4 Part 1 - Public Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
