Putting our Residents First This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme of road safety initiatives and for on- street parking controls. Financial Cost The estimated cost associated with the recommendations to this report is £1,200. Notes the responses received to the formal consultation on amended operating times of the Parking Management Scheme in Halland Way, Northwood. 2. Approves the implementation of the proposals to extend the days the Parking Management Scheme operates to include Saturday between 1-2pm. Cabinet Member Report – 14 March 2022 Part 1 Public Reasons for recommendation The recommendation reflects the responses received to the consultation with residents of Halland Way, Northwood. Alternative options considered / risk management The consultation with residents offered residents the option to maintain the current parking arrangements. Select Committee comments None at this stage SUPPORTING INFORMATION 1. A petition with 20 signatures from residents of Halland Way, Northwood was submitted to the Council requesting an increase to the operational times of the Parking Management Scheme in Halland Way which currently forms part of the Northwood permit parking scheme 'Zone N'. 2. In the petition, requested the following; 'Proposal for Halland Way, Northwood, to extend parking permit by one day from 'Monday to Friday 1pm -2pm' to 'Monday to Saturday 1pm -2pm' due to parking congestion on Saturday in this no through road.' 3. Halland Way is a no- through road and is located in close proximity to Northwood Town Centre’s shops, Station and other local amenities. This location could make it an attractive place to park for non-residents to park at the weekend which could be a contributing factor to the parking pressure that petitioners have highlighted. A plan showing Halland Way and the surrounding roads is attached as Appendix A to this report. 4. Halland Way is partly adopted highway up to property numbers 22 and 23, whereafter it becomes a private road. As the Cabinet Member will be aware, and residents should note, the Council's Parking Enforcement Team can only carry out enforcement action on the adopted highway. 5. At the Petition Hearing the Cabinet Member discussed with petitioners their concerns and instructed officers to add this request to the future parking scheme programme to conduct an informal consultation for a possible extension to the operational times of the Northwood Parking Management Scheme in Halland Way to include Saturdays . 6. Officers then conducted a 21-day informal consultation with Halland Way residents during which a letter, questionnaire and reply -paid envelope was delivered to every property in Halland Way. Of the 36 delivered, 16 responses indicated a preference for extending the operational hours to Mon- Sat 1-2pm, and six households were in favour of maintaining the current operating hours. 8. Based on these results, local ward councillors indicated they would support the proposed changes being subjected to formal consultation. Their views were reported to the Cabinet Member who made the decision that the Council should undertake a formal consultation on these possible changes. 9. 10. A 21 -day formal consultation was then undertaken , where a letter was sent to every property in Halland Way informing them of the Council ’s intention to extend the operating hours of the scheme, During this period, street notices were erected and public notices were placed in the London Gazette and a local newspaper. 11. During the formal consultation five responses were received, three in support of the proposals and two objections. The objections raised the issue of visitors at the weekend now needing permits, but the majority of the responses were in favour of these changes during this and the previous consultation. 12. These results were shared with the local ward councillors who supported the majority view. Therefore, based on the feedback received during this consultation and th e results of the previous informal consultation it is recommended that the scheme be implemented as proposed. Financial Implications The 2022/23 Capital Programme approved by Cabinet and Council in February 2022 includes a budget for the Parking Management Scheme capital programme of £120k. The estimated cost for the proposals to extend the days the Parking Management Scheme operates to include Saturday between 1-2pm in Halland Way, Northwood is £1.5k. This could be funded from the Parking Management Scheme capital programme, subject to the capital release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? To change the parking measures requested by residents following consultation. Cabinet Member Report – 14 March 2022 Part 1 Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed this report and concurs with the financial implications above, noting that the estimated cost of £1.5k for the proposals to extend the days the Parking Management Scheme operates to include Saturday between 1-2pm in Halland Way, Northwood will be fully funded from the Parking Management Scheme 2022/23 capital programme. Legal The decision makers must ensure that there is full consideration of the representations that have been received. In exercising the power to approve the changes to the operating hours of the Resident Parking Scheme in Halland Way, Northwood, the Council have to consider their statutory duty under section 122 of the Road Traffic Regulation Act 1984 to secure the expeditious, convenient and safe m ovement of vehicular and other traffic. The statutory duty must be balanced with the concerns raised by any objectors. In considering the responses received, the Council must ensure that there is a full consideration of all representations arising including those which do not accord with the Officers recommendation. The Council must be satisfied that the objections from the public have been taken into account. The Traffic Signs Regulations and General Directions 2002 govern road traffic signs and road markings. If an Order is made, the Council should ensure that the statutory procedures are followed. The consultation and order making statutory procedures that should be followed in this case are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If specific advice is required in relation to the works, Legal Services should be consulted. Infrastructure / Asset Management None at this stage.
