Notes the comments received during the statutory consultation for the proposed extension of the operating times of the Stop & Shop Parking Scheme near Belmore Parade, Uxbridge Road, Hayes to operate ‘8am to 8pm’ every day. Decides that the current operating times of the Stop & Shop Parking Scheme near Belmore Parade, Uxbridge Road, Hayes remain as existing due to the response s received to the formal consultation. Reasons for recommendation The recommendation reflects the balanced views expressed during the formal consultation and the overall lack of responses that were received from residents and businesses. Alternative options considered / risk management The Council could have decided to proceed with the introduction of the extension to the operating times of the Stop & Shop scheme as proposed. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the petition which was submitted to the Council signed by businesses in Belmore Parade, Hayes asking for an extension to the operational times of the ‘Stop and Shop’ Parking Scheme. Following consideration of this petition the Cabinet Member instructed officers to add the request to the Council’s extensive parking scheme programme for informal consultation. 2. Informal consultation was then conducted with the residents and businesses of Belmore Parade to see if the majority would support the extension to the Stop & Shop scheme operating times from ‘Monday to Saturday 8am to 6:30pm’ to ‘8am to 8pm every day’. Although there was a relatively low response rate to the informal consultation, the local Ward Councillors felt the proposal was supported and indicated they would support formal consultation on an extension to the scheme operating times. This was reported to the Cabinet Member who subsequently agreed with the recommendation to proceed to formal consultation on these proposals. 3. Following the above, statutory consultation for an extension to the operating times of Stop and Shop Parking Scheme near Belmore Parade was undertaken between 13 September and 4 October 2023. A plan of the parade and surrounding area is attached to this report as Appendix A. 4. Only two businesses took the opportunity to respond to the formal consultation. One was in favour of the extended scheme operating times, and another was opposed to them. Below are the quoted responses: Response 1 "Good Afternoon Cabinet Member Report – 09 February 2024 Page 3 (Part 1 Public) I would agree with the parking extension. Also, the parking around Coleridge way has got worse. We need more parking attendants and more supervision as people are parking on double yellow lines, on the footpath by the barber shop. It is worse over the weekend specially after 8:30. You guys should visit at that time. Last week I couldn’t drive out of Coleridge way without coming onto the road as I couldn’t see as there were two vans were parked on the double yellow lines." Response 2 “Thank you for your recent letter regarding the proposed parking extension. I believe this will have a negative impact on our evening trade and should not be extended." 7. The concerns raised relating to obstructive parking have been passed onto our colleagues in the Parking Enforcement team so that targeted enforcement can be conducted at this location. 8. Although more than 141 letters were delivered to the residents and businesses along Belmore Parade, only two businesses took the opportunity to respond. As there was one response in favour of the changes and one opposed, officers have shared these responses with the local Ward Councillors for their consideration. Despite repeated attempts, the local Ward Councillors have unfortunately not provided a response to the formal consultation outcome to guide the next steps and therefore, as a result, officers do not have a mandate to make a recommendation to proceed with these changes. 9. As mentioned above, the previous informal consultation also yielded a very low response rate with only 10% of combined residents and businesses taking the opportunity to respond. This combined with the balance response to the formal consultation does not give the Council a sufficient mandate to proceed with the changes that have been proposed to the scheme operating times. As noted, Ward Councillors have made no comments on the proposals. The Cabinet Member asked for officers to go back to Ward Councillors on more than one occasion to seek their views in light of the low level of response to the consultation. 10. In addition to the above and whilst this report was being prepared, a Ward Councillor from a nearby Ward who was previously a ward councillor for the area, has indicated that they do not support the proposed extension to the operating times of this scheme. From the conversations they say they have had with the businesses along the parade they believe the proposals are not supported and are also likely to create more problems for the residents living above the shops. As a result, they have asked for their concerns to be noted within this report as an objection to the proposed changes. 11. In summary the outcome of the formal consultation has been shared with the local Ward Councillors, but they have not provided any feedback. It is therefore recommended that the Cabinet Member decides to defer the changes that have been proposed to the operating times of this Stop & Shop parking scheme on basis there is no majority support for the changes. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? Due to the balanced response to the formal consultation and the fact that no views have been expressed by the local Ward Councillors in response, the current parking arrangements near Belmore Parade are recommended to remain as existing. Consultation carried out or required Statutory consultation was carried out between 13 September to 4 October 2023 by the insertion of public notices in the local newspaper and displayed on site. No further consultation is required. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above. Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the consultation. Whenever necessary legal advice is given in relation to specific issues as they arise to ensure that the Council always meets its legal obligations.
