Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) Belmore RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Notes the responses received to the informal consultation on a possible extension to the operational times of the ‘Stop and Shop’ Parking Scheme in Belmore Parade, Hayes; and 2) Instructs officers to organise for statutory consultation to be carried out on a proposed extension to the operational times of the ‘Stop and Shop’ Parking Cabinet Member Report – 29 June 2023 Page 2 Part 1 - Public Scheme in Belmore Parade, Hayes based on the views expressed by local Ward Councillors. Reasons for recommendations The recommendations reflect the responses received to the informal consultation with residents and businesses on Belmore Parade, Hayes, and discussions with local Ward Councillors. Alternative options considered / risk management The consultation with residents and businesses offered the option to maintain the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the petition which was submitted to the Council signed by businesses in Belmore Parade, Hayes asking for an extension to the operational times of the ‘Stop and Shop’ Parking Scheme. The petition stated the following: “We, the undersigned urge the Council to highlight the parking concerns encountered on UXBRIDGE ROAD, HAYES. Currently the car park is free to use for 30 minutes (pay and display) thereafter a fee is payable. However, the parking machines do not require users to key in car registration number plates, therefore this facility is widely abused. Some drivers tend to park their cars for multiple hours by keep in changing their tickets every half an hour. As a result, the parking spaces are limited and therefore the queue of cars waiting to park is so long that it extends to the main Uxbridge Road which is very busy. This is a serious health and safety concern. There have been accidents in the past due to this issue. We propose that the Council upgrades the parking machines to that users have to key in their number plates so that only one 30- minute free parking ticket can be issued to that particular number plate and thereafter the users must need to pay to continue parking. Furthermore, the free 30-minute parking hours be extended from 8:00am to 8:00pm for seven- days a week to ease the flow of traffic in the car park. We ur ge the Sunday be included as it is noted that some people travelling to London park their cars for the whole day. Secondly this parking was designed to help small traders by Council and government, but it is vitally abused by people living in flats because residents park Saturday evening and move their vehicles on Monday morning. Sunday is the only business day for all traders in this parade because large businesses have condition of restricted hours of operating in order to help the small business similar to operating in this parade.” 2. The current ‘Stop and Shop’ Parking Scheme operates ‘Monday to Saturday 8am to 6:30pm’ with a max stay of 2 hours , as is commonly seen in shopping parades and town centres throughout the borough. The scheme includes Belmore Parade which has shared use bays (residents with a valid ‘Zone UR’ permit or visitors’ voucher can also park in the bays), Cabinet Member Report – 29 June 2023 Page 3 Part 1 - Public and also sections of Shakespeare Avenue and Warley Road which has pay and display bays. Belmore Parade is in close proximity to Hayes town and the local public transport network. There are a range of shops and services including convenience stores and restaurants, a lot of which are open late into the evening. There are residential properties above the commercial units in the parade; the petition mentions residents taking up parking bays however residents do have the opportunity to apply for a resident’s permit if they meet criteria. O nly a small number of permits have been issued indicating that residents may not be aware they are allowed to utilise the bays, or residents may just not need or want to park in the parade. 3. Following a Petition Hearing with the Cabinet Member for Property, Highways and Transport, officers were instructed to informally consult residents and businesses in an area agreed in liaison with local Ward Councillors, on a possible extension to the operational times of the scheme. All residents and businesses in the area included in the plan attached as Appendix A w ere sent a letter, questionnaire, plan of the consultation area and pre- paid envelope. 4. Officers were advised that discussions had taken place amongst the business community on the parade wh ere there was reported enthusiasm from business es for extending the operational hours of the scheme. As with all consultations , the more responses the Council receives, the more views from residents and businesses can be analysed which helps inform the Council to make a decision on how best to proceed. However, out of 141 informal consultation packs delivered, only 14 responses were received, representing a response rate of 10%. 5. Out of the 14 responses received, nine of these indicated support for an extension to the operating times whereas five indicated that they would prefer no changes. The results can be seen in the table attached to this report as Appendix B. 6. The questionnaire offered residents and businesses the opportunity to comment on the informal consultation. The comments in support of extending the operational times to ‘8am to 8pm everyday’ advised that drivers currently abuse the ‘Stop and Shop’ scheme and extending the operational times would therefore improve the turnover of parking bays. Comments which preferred no changes to the current operating times advised that it would make the parade a less attractive shopping area for visitors and in fact suggested the Council should consider relaxing the parking restrictions instead. There were a couple of suggestions for the first 30 minutes free parking for non- Hillingdon residents to return however parking charges and requests for changes to pay and display machines as mentioned in the petition are out of the scope of this consultation. 7. The results were shared with the Cabinet Member for Property, Highways and Transport who noted the low response rate. The results were also shared with local Ward Councillors who advised that they are supportive of the local shop owners and the initial petition , and support the request for the operational times to extend to ‘8am to 8pm everyday’ to help alleviate the parking issues , particularly Friday to Monday. Therefore, following the views expressed by the local Ward Councillors it is recommended that an extension to the operational times of the ‘Stop and Shop’ Parking Scheme in Belmore Parade from ‘Monday to Saturday 8am to 6:30pm’ to ‘8am to 8pm everyday’ is progressed to statutory consultation. Cabinet Member Report – 29 June 2023 Page 4 Part 1 - Public Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capi talisation subject to the relevant Capital Release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To change the parking arrangements in Belmore Parade, Hayes based on the parking issues reported and discussions with local Ward Councillors. Consultation carried out or required Residents and businesses in Belmore Parade, Hayes were informally consulted to see if they would support an extension to the operational times of the ‘Stop and Shop’ Parking Scheme in Hayes. If the recommendations to this report are approved, then officers will prepare for statutory consultation. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance have reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirms that there are no legal impediments to the Council commencing the statutory consultation process. Infrastructure / Asset Management None at this stage. Comments made by residents during consultation Petition was done by all shopkeepers in this parade to stop people abusing the 'Stop and Shop' facility in order to extend the timing (after consultation) by all businesses in this parade: I believe first 30 minutes must be free (after 30 mins charges apply). Definitely 8am-8pm. The relaxation of the parking will increase footfall and help with trade in the parade. It will make it more attractive to customers to visit the parade. It would just kill the business. Already the Council has introduced 50p charge for 30 minutes which is going to be £1 from 1st April. I think the Council should support businesses and should not extend hours. We get busy in the evening and Sunday as other people from different areas come in for their shopping and they don't have to worry about paying for parking. And business is slow in normal day time because people from different areas can't come for shopping without paying. Please implement ASAP thanks. Thanks for implementing 8am-8pm.
