Executive Decision Notice – 2 March 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Former Brookfield Adult Education Centre, Uxbridge Reference No. 717 Date of decision Thursday 2 March 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Uxbridge Decision made Cabinet Members making the decision The Leader of the Council and on behalf of the Cabinet Member for Property, Highways and Transport. APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Property, Highways and Transport: - 1) Agreed to the sale of the Freehold Interest in Brookfield Adult Education Centre to Bidder A at the value as set out in the report and; 2) In the event that Bidder A does not agree the legal documentation within the time set out, agree d to proceed to dispose of the property to Bidder B at the value set out in the report. Reason for decision To progress the Cabinet’s decision to dispose of the former Brookfield Adult Education site. Extensive marketing has taken place regarding Brookfield Adult Education Centre, offers have been received and officers are now seeking approval to proceed with the disposal as detailed below. Alternative options considered and rejected Should the highest bid fail to proceed in time, the alternative, as set out in the report, is to proceed to the second bidder. Classification Confidential – Part II Executive Decision Notice – 2 March 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Link to associated report That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any person (including the authority holding that information) and that the publ ic interest in withholding the information outweighs the public interest in disclosing it. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency is due to the requirement to complete the transaction prior to the end of March and ensure legal documentation is in place prior. Furthermore, it is a critical sale to contribute towards the Council’s Dedicated Schools Grant (DSG) Safety Valve agreement and the Transformation Programme. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
