That the Leader of the Council , Cabinet Member for
Property, Highways & Transport and Cabinet Member for
Finance:
1. agreed to the revised contract sum to develop the North
Block at an additional cost of £ 2,448k to NEILCOTT
CONSTRUCTION LIMITED for design and construction
services to the London Borough of Hillingdon for thirty-
four g eneral needs flats inclusive of four wheelchair
units at a total value of £10,348k;
2. a pproved a virement of £1,984k from the 2023-2028 HRA
Unallocated Acquisitions and Internal Developments
budget to the Maple & Poplar redevelopment project ;
and
3. a pproved a capital release request of £1,984 from the
Maple and Po plar Redevelopment budget, following
virement approval s in recommendation 2 for
construction costs and associated fees.
Reason for decision Approving this contract variation will allow for the completion of
the North Block at the Maple & Poplar site.

The development will make best use of the Council’s assets for
the benefit of local residents and put back into use a site that
was void for six years and the construction of thirty-four general
needs flats at Maple Drive to be completed. Both North and
South Blocks have a shared communal heating system, and no
single block can be inhabited without both b locks having been
completed.
