Executive Decision Notice –19 May 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Schools Rebuilding Programme 2022/23: Relocation of Brookfield Adult Education Centre to the Civic Centre with associated Capital Release. Release No1 Reference No. 494 Date of decision Thursday 19 May 2022 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Finance & Corporate Services Relevant Ward(s) Uxbridge Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Property, Highways & Transport and Cabinet Member for Finance That the Leader of the Council , in conjunction with the Cabinet Member for Finance and the Cabinet Member for Property, Highways & Transport: 1) Agree to the relocation of Brookfield Adult Education to the Civic Centre. 2) Accept the single tender from TES-N for the provision of enabling works at the Civic Centre at a cost of £682,726 3) Agree to the release request of £71k from the Civic Centre Works Programme 2022/23 capital budget for the enabling works at the Civic Centre in relation to the relocation of Brookfield Adult Education Centre. 4) Agree to the capital release request of £819k inclusive of contingency and fees from the Schools S RP/SEND Programme 2022/23 capital budget for the fit out works at the Civic Centre in relation to the relocation of Brookfield Adult Education Centre. Executive Decision Notice –19 May 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk 5) To apply for Listed Building Consent to create a new ramped entrance via the South Entrance Doors int o the building. Reason for decision As part of maximising and best use of the Borough’s assets, the decisions made provide for the Brookfield Adult and Community Education Centre and its services to move to the Civic Centre in Uxbridge, which then releases the Brookfield S ite for the Orchard Hill College and Academy Trust who are seeking to lease this site for their education services. Relocating these services will ensure that such key services can continue to be used by residents. This relocation of these services is also integral to the Dedicated Schools Grant deficit recovery safety valve agreement in order to ensure the continued provision of post-16 special educational needs places in the Borough from September 2022. Alternative options considered and rejected None. Classification The report relating to this matter was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency was due to the imperative to release the Brookfield Site to be used for SEN placements for the next academic year.
